On August 12, 2024, the Prosecutor General of the Supreme People's Procuracy issued Circular 02/2024/TT-VKSNDTC stipulating the emulation and commendation work in the People's Procuracy sector.
According to Article 15 of Circular 02/2024/TT-VKSNDTC, the standards for awarding the title of Advanced Laborer in the People's Procuracy sector from October 1, 2024, are as follows:
(1) The title "Advanced Laborer" is annually awarded to individuals working in the People's Procuracy sector who meet the standards prescribed in Article 24 of the Law on Emulation and Commendation 2022.
(2) The following cases will still be considered for the title of "Advanced Laborer":
- Individuals on maternity leave;
- Individuals who participate in combat, assist in combat, or courageously save people or state property, leading to injuries requiring treatment or recuperation as concluded by medical facilities at the district level or equivalent or higher; the treatment and recuperation time will be counted in considering the title of "Advanced Laborer";
- Individuals undergoing short-term training or refresher courses of less than one year and complying well with the regulations of the training facilities; their study time will be counted as working time at the agency, organization, or unit for consideration of the title "Advanced Laborer";
For individuals undergoing training or refresher courses of one year or more, the training time is counted toward the consideration of the title "Advanced Laborer." Apart from meeting the general standards and conditions, individuals must comply well with the regulations of the training facilities, complete their tasks, and achieve good or better academic results (for courses that grade as average, good, excellent, etc.) during the training or refresher period.
(3) The title "Advanced Laborer" will not be awarded to individuals:
- Recently recruited for less than six months;
- With a work absence from three to less than six months, except for the cases stipulated in item (2);
- Disciplined with a reprimand or higher. If the violation has not yet been decided for disciplinary action by the competent authority but has already been used as a basis for not considering the title of "Advanced Laborer" in the assessed year, the disciplinary decision issued after the assessment year for that violation (if any) will not be used for reassessment in the year the disciplinary decision is issued.
(4) For individuals who transfer their work, the new agency, organization, or unit holds the responsibility to consider and award the title of "Advanced Laborer" (if the individual has worked at the previous agency for six months or more, there must be a comment from the previous agency).
In the case of individuals seconded to another agency, organization, or unit for a certain period, the receiving agency, organization, or unit confirms and the sending agency, organization, or unit evaluates and decides on awarding the title of "Advanced Laborer".
The principles of emulation and commendation in the People's Procuracy sector in Vietnam from October 1, 2024, are stipulated in Article 4 of Circular 02/2024/TT-VKSNDTC as follows:
- Implement according to Article 5 of the Law on Emulation and Commendation 2022 and Article 4 of Decree 98/2023/ND-CP of the Government of Vietnam.
- Central, unified leadership in the sector for the emulation and commendation work of the People's Procuracy sector.
- Ensure democracy, objectivity, substance, efficiency, and promptness; pay attention to rewarding small collectives, individuals directly performing tasks; continually foster and build collectives and individuals with many achievements to propose high-form commendations and expand typical advanced examples; focus on sudden rewards, identifying and selecting individuals and collectives with initiatives and excellent achievements for commendation.
- When considering rewards for heads of agencies or units, the collective achievements of the heads' units must be taken into account (the reward form for the head is not higher than that of the collective managed by the head in the working year).
