On July 15, 2024, the Minister of Foreign Affairs (Hanoi, Vietnam) issued Circular 01/2024/TT-BNG detailing the implementation of certain provisions of the Law on Emulation and Commendation in the diplomatic sector.

Standards for awarding or posthumously awarding the Certificate of Merit by the Minister of Foreign Affairs of Vietnam starting August 29, 2024

Article 8 of Circular 01/2024/TT-BNG stipulates the standards for awarding or posthumously awarding the Certificate of Merit by the Minister of Foreign Affairs of Vietnam as follows:

- The Certificate of Merit by the Minister of Foreign Affairs of Vietnam is awarded or posthumously awarded to individuals under the management of the Ministry of Foreign Affairs; individuals working in foreign affairs agencies, international cooperation under the central-party bodies, ministries and central authorities, political - social organizations; individuals carrying out tasks related to the operations of the Ministry of Foreign Affairs; individuals in specialized agencies under the provincial People's Committees performing foreign affairs duties who exemplarily comply well with the directives, policies, regulations of the Communist Party, State, and meet one of the following standards:

+ Achieving outstanding results in emulation movements initiated by the Ministry of Foreign Affairs;

+ Achieving many accomplishments or sudden achievements, having an impact in one of the fields under the Ministry of Foreign Affairs' management; or outstanding achievements in carrying out important tasks of the Ministry of Foreign Affairs; achievements have a sectoral impact in Foreign Affairs;

+ Contributing to socioeconomic development, scientific and technological progress application, social work, charitable humanitarian activities;

+ Continuously for 02 years received the title “Grassroots Emulation Fighter” or continuously for 02 years or more been recognized for outstanding task completion, during which time having 02 recognized and effectively applied initiatives within the unit's scope or having 02 scientific topics, scientific projects, scientific and technological works that have been accepted and effectively applied within the unit's scope or larger.

- The Certificate of Merit by the Minister of Foreign Affairs is awarded or posthumously awarded to businesspeople, intellectuals, scientists who comply well with the directives, policies, regulations of the Communist Party, State, and meet one of the standards mentioned above or have achievements contributing to the Ministry of Foreign Affairs' development.

- The Certificate of Merit by the Minister of Foreign Affairs is awarded to collectives under the management of the Ministry of Foreign Affairs; collectives in foreign affairs agencies, international cooperation under the central-party bodies, ministries and central authorities, political - social organizations; collectives carrying out tasks related to the Ministry of Foreign Affairs' operations; collectives in specialized agencies under the provincial People's Committees performing foreign affairs duties who exemplarily comply well with the directives, policies, regulations of the Communist Party, State, and meet one of the following standards:

+ Achieving outstanding results in annual regular emulation movements, emulation movements initiated by the Ministry of Foreign Affairs;

+ Achieving outstanding sudden achievements, having an impact in the field under the Ministry of Foreign Affairs' management;

+ Continuously for 02 years recognized for outstanding task completion or achieving the title "Excellent Labor Collective", performing grassroots democracy well, organizing emulation movements well; caring for the material and spiritual life within the collective; practicing thrift, fighting wastefulness; combating corruption, negativity.

- The Certificate of Merit by the Minister of Foreign Affairs is awarded to enterprises and other economic organizations that comply well with the directives, policies, regulations of the Communist Party, State, and meet one of the standards mentioned above or have achievements contributing to the Ministry of Foreign Affairs' development.

- The Certificate of Merit by the Minister of Foreign Affairs is awarded to overseas Vietnamese organizations, individuals with positive, outstanding contributions to the homeland's construction and protection, developing the overseas Vietnamese community, or fostering friendly and cooperative relations between Vietnam and other countries, international partners; complying well with the laws of the host country and the laws of Vietnam.

- The Certificate of Merit by the Minister of Foreign Affairs is awarded to foreign organizations, individuals, international organizations with a spirit of solidarity and friendship, respecting independence, sovereignty, unity, territorial integrity, political - social policies, renovation process, laws and customs of Vietnam; having positive, outstanding contributions to the country's development and protection; or fostering friendly and cooperative relations between Vietnam and other countries, international partners; or enhancing cooperative relations between the Ministry of Foreign Affairs and international partners; or positively enhancing Vietnam's international image, prestige, and standing, or protecting the rights and interests of the Communist Party, State or protecting Vietnamese citizens abroad; complying well with the laws of the host country and the laws of Vietnam.

More details can be found in Circular 01/2024/TT-BNG which comes into force in Vietnam from August 29, 2024.
