On December 8, 2024, the Minister of Home Affairs of Vietnam issued Circular 12/2024/TT-BNV prescribing the awarding of Commemorative Medals for sectors under the management of the Ministry of Home Affairs.
(1) For subjects stipulated in Clause 1, Article 7 of Circular 12/2024/TT-BNV:
- Individuals engaged in specialized or concurrent activities for 15 years or more, completing tasks at a satisfactory level or higher within the prescribed period, are eligible for consideration.
In cases where individuals are sent to study or perform military duties and comply well with the regulations of the training institutions or military units, and complete their study, training tasks with results at a fairly good level or higher (for courses with grading), the time spent studying or performing military duties is counted as working time for receiving the Commemorative Medal.
- For individuals with a working history in sectors under the management authority of the Ministry of Home Affairs, if the working time in each sector is insufficient for the Commemorative Medal, the total working time across different sectors is considered for awarding the Medal, and the individual may be nominated for the Commemorative Medal in the current working sector at the time of nomination (or before retirement).
- Female individuals may be considered for the Commemorative Medal two years earlier than the specified time.
- By the retirement date, if an individual lacks from 1 to less than 12 months compared to the required duration, they may be considered for the Commemorative Medal before retirement.
(2) For subjects stipulated in Clause 2, Article 7 of Circular 12/2024/TT-BNV:
- Leaders of the Vietnam Communist Party, the State, the Central Committee of the Vietnam Fatherland Front with contributions to the construction and development process of the Ministry of Home Affairs.
- Leaders of ministries, Central political-social organizations, departments, bureaus under ministries and central authorities, Secretaries, Deputy Secretaries of Provincial, City Party Committees under the Central Government; Chairpersons, Vice Chairpersons of Provincial People's Councils, People's Committees; Standing Committee members of Provincial, City Party Committees under the Central Government; Heads of National Assembly Delegations of provinces, cities; leaders of Departments of Home Affairs of provinces, cities under the Central Government: with 5 years or more in position overseeing one of four sectors under the Ministry's management authority.
- Leaders of the Vietnam Fatherland Front Committees at the provincial level and leaders of political-social organizations of provinces, cities under the Central Government; Secretaries, Deputy Secretaries of District, Town, City Party Committees; Chairpersons, Vice Chairpersons of District People's Councils, People's Committees; Standing Committee members of District, Town, City Party Committees under the Provincial Party Committee; Standing Committee members of District, Quarters, City Party Committees under the City Party Committee of a City under the Central Government: with 10 years or more in position overseeing one of four sectors under the Ministry's management authority.
- Leaders or members of the Central Emulation and Commendation Council: with 5 years or more term.
- Time in leadership positions is accumulated if the individual does not continuously oversee sectors under the Ministry's management authority for the Commemorative Medal consideration.
(3) For subjects stipulated in Clause 3, Article 7 of Circular 12/2024/TT-BNV:
Achieving excellence in strengthening international cooperation relations, and active contributions to the cause of building and developing the Ministry of Home Affairs or one of the sectors under its management authority.
(4) For subjects stipulated in Clause 4, Article 7 of Circular 12/2024/TT-BNV:
Citizens making material contributions to National Archives Centers, provincial historical archives; citizens providing financial or material support for the development of the Ministry of Home Affairs or one of the sectors under its management authority.
