Heads of agencies or units, and local authorities under Ho Chi Minh City, Vietnam shall consider and award Certificates of Merit to individuals, collectives, and households meeting the following prescribed standards.

Decision 65/2024/QD-UBND on the work of emulation and commendation in Ho Chi Minh City was issued by the People's Committee of Ho Chi Minh City, which comes into force in Vietnam from October 1, 2024.
According to Article 16 of Decision 65/2024/QD-UBND, heads of agencies, units, local authorities under the City consider awarding Certificates of Merit to individuals, collectives, households in Vietnam according to the following types of commendation:
(1) Commendation for achievements
Annual commendation for individuals, collectives exemplary in following the Communist Party of Vietnam's policies, State laws, with outstanding achievements during annual summaries and meeting the following criteria:
- For individuals:
+ Successfully completing assigned tasks;
+ Meeting the criteria for the title "Advanced Labor".
- For collectives:
+ Successfully completing assigned tasks;
+ Internal unity, good implementation of democratic regulations, practice of thrift, anti-waste;
+ Meeting the criteria for the title "Advanced Labor Collective".
- Commendation for workers, farmers, laborers with models, initiatives, and solutions effectively in production, business, and actively helping, disseminating experiences to others for effective application, meeting the following standards:
+ For farmers: Achieving the title of Excellent Farming Business at commune level and above;
+ For workers, laborers: Proficient in professional skills, experienced in craftsmanship, actively promoting initiatives, technical improvements, and applying new techniques in production;
- Heads of agencies, units, local authorities stipulate detailed standards for considering awarding Certificates of Merit.
(2) Commendation according to emulation movements
- Individuals, collectives, households with outstanding, exemplary achievements in emulation movements initiated by the agency, unit, locality;
- Individuals, collectives from central agencies, units stationed in Thu Duc City and districts, communes, wards, commune-level towns, actively participating annually with achievements in emulation movements initiated by sectors, local authorities, contributing to socio-economic development, ensuring national defense-security locally.
(3) Commendation for outstanding, sudden achievements
- Individuals, collectives with significant contributions in building and developing sectors, fields, agencies, units, local authorities on traditional days, establishment anniversaries or general assemblies, term summaries;
- Individuals, collectives, households with achievements in implementing Laws, Ordinances, Decrees summaries; organizing, implementing or achieving awards at Festivals, Census, Elections, Competitions, Sporting Events, Performances, Festivals of agencies, units, and the City;
- Exemplary individual business households strictly following Communist Party policies, State laws; fulfilling tax payment obligations well; actively campaigning other individuals, business households to implement tax policies, laws well;
- Individuals, collectives, households inside and outside the City with significant social work, philanthropy achievements; contributing materials and efforts bringing recognized and expanded local effectiveness;
- Individuals, collectives achieving outstanding, exemplary accomplishments in important, sudden tasks of the sector, agency, unit, achievements exceeding plans and shortening implementation time according to regulations;
- Individuals, collectives with brave actions, noble gestures, examples of good people, good deeds in rescuing people, State, people's properties during natural disasters, fires, epidemics…; bravery in fighting to protect political security, social order, and safety;
- Other specific cases for heads of agencies, units, local authorities to consider, decide.
