The content is mentioned in Instruction 836/HD-BNV dated February 21, 2024, to reward groups and individuals with outstanding achievements in activities commemorating the 70th anniversary of the Dien Bien Phu Victory (May 7, 1954–May 7, 2024) issued by the Ministry of Home Affairs.
1.1 Purposes
- Encourage and encourage officials, party members, and people from all walks of life to actively participate in activities commemorating the 70th anniversary of the Dien Bien Phu Victory, thereby contributing to awakening and promoting the patriotic tradition and deeply honoring and expressing gratitude to generations of Vietnamese people who sacrificed their blood and made significant contributions to the cause of national liberation and reunification. At the same time, strive to overcome difficulties and successfully complete political goals and tasks in 2024, emulate achievements to celebrate major national holidays, and be determined to successfully implement the Resolution of Party Congresses at all levels for the 2020–2025 term and the Resolution of the 13th National Congress of the Party.
- Timely praise, honor, reward, and replicate groups and individuals who actively participate and have many achievements in commemorative activities.
1.2 Requirements
- Rewards must ensure compliance with regulations, timeliness, publicity, transparency, democracy, and objectivity associated with the results of the implementation of assigned tasks.
- Voting and commendation work is carried out in accordance with the processes, procedures, conditions, and standards prescribed by law. The awarded collectives and individuals must be truly outstanding and have many innovations and creativity.
2.1 Standards for commendation
* Collective:
- Internal solidarity and exemplary compliance with the Party's guidelines, policies, and laws of the state.
- Having many achievements in preparing, organizing, and implementing commemorative activities recognized by competent authorities.
- There are many appropriate propaganda and commemorative activities about the meaning, stature, and great historical value of the Dien Bien Phu Victory.
* Individual:
- Be exemplary in complying with the Party's guidelines, policies, and laws of the state.
- Have many achievements in advising, preparing, organizing and implementing commemorative activities, recognized by competent authorities.
- Be a typical example, have practical actions and jobs; have creative and effective initiatives and solutions in deploying and implementing commemorative activities, contributing to the success of commemorative activities.
2.2 Form of commendation
- Certificate of Merit from the Prime Minister
- Certificate of Merit from Ministers, Heads of ministerial-level agencies, heads of central departments, branches, and organizations, and Chairman of People's Committees of provinces and centrally run cities (hereinafter abbreviated as Ministerial and Provincial Certificate of Merit)
- Certificate of merit
2.3 Number of rewards
- Certificate of Commendation from the Prime Minister: Ministries, committees, sectors, the Central Committee of the Vietnam Fatherland Front, political-social organizations, social organizations, people's organizations, provinces, and centrally-run cities (hereinafter referred to as ministries, sectors, and provinces) directly participating in state-level commemorative activities are requested to propose no more than 02 cases (collective or individual) for commendation. In the case of Dien Bien province and the Ministry of National Defense, they were requested to propose no more than 04 cases (collective or individual) for commendation to be awarded by the Prime Minister.
- Certificate of merit at ministerial and provincial levels; Certificate of Merit: considered and decided by ministries, branches, and provinces.
