Standards, Duties, and Powers of Switch Operators

On May 15, 2018, the Ministry of Transport issued Circular 33/2018/TT-BGTVT detailing the standards, duties, and powers of railway signal operators.

Circular 33 stipulates that signal guards must meet the following standards:

- Possess a degree or certificate of specialization in train operation, railway transport, signal guarding, and coupling of locomotives and carriages;- Meet the health requirements as prescribed by the Minister of Health;- Complete the probation period in accordance with labor law requirements for the position of signal guard and pass a professional examination organized by the employing enterprise.

Additionally, the Circular specifies the tasks that a signal guard must perform, including:

- Being under the direct command and operation of the station dispatcher to manage, supervise, inspect, and use signals for the organization of train operations at the station according to the train schedule, train operation commands, national technical standards on railway operations, railway signals, train operation procedures and the work of shunting, and station technical management rules;- Checking the necessary safety conditions, in accordance with the technical standards and other issues related to safety in train operations while performing assigned tasks.

Furthermore, the signal guard has the authority to signal the train to stop if the necessary safety conditions are not met and must immediately report to the station dispatcher.
