Standards and selection of citizens for participation in core militia and self-defense forces in Vietnam

The Militia and Self-Defense Force Law 2009 was promulgated on November 23, 2009, and officially came into effect on July 1, 2010. Notably, this document includes regulations concerning the standards and selection of citizens for participation in core militia and self-defense forces in Vietnam.

To be specific, according to the provisions of Article 11 of the 2009 Militia and Self-defense Force Law, Vietnamese citizens who meet the following standards are selected into the core militia and self-defense forces in Vietnam:

- Clear background;

- Adherence to the guidelines, policies of the Communist Party, and laws of the State;

- Sufficient health to perform the obligations of participating in the militia and self-defense forces.

Individuals who meet these standards and have the capability to operate at sea will be selected into the maritime militia and self-defense forces.

The selection into the core militia and self-defense forces is regulated as follows:

Firstly, to ensure transparency, democracy, and fairness;

Secondly, annually, the district-level Military Command Committee (covering districts, cities under provinces) directs and guides the commune-level Military Command Committees, and the Military Command Committees of agencies, organizations at the grassroots or self-defense units where there is no Military Command Committee to formulate plans and implement the selection of eligible citizens into the core militia and self-defense forces in accordance with the local situation, population, economic-social conditions, and the requirements of local defense and security tasks.

Thirdly, the chairman of the commune-level People's Committee or the head of the agency, organization decides the list of core militia and self-defense forces.

Reservists who have not been assigned to the reserve mobilization unit will be organized into the militia and self-defense unit.
