Standards and Responsibilities of Class I Register Officers Applied from January 01, 2019

This is the main content stipulated in Circular 23/2018/TT-BNNPTNT concerning fishery vessel inspectors; recognition of fishery vessel inspection establishments; ensuring the technical safety of fishery vessels and fisheries control vessels; registration of fishery vessels and fisheries service vessels; de-registration of fishery vessels and marking of fishery vessels.

According to Circular 23/2018/TT-BNNPTNT, a fishery vessel inspector is a person with expertise and professional qualifications who meets the standards and is issued a card and technical seal of a fishery vessel inspector to conduct the inspection of fishery vessels as prescribed by law. Fishery vessel inspectors are classified into 03 grades: Grade III, Grade II, and Grade I.

Article 7 of the Circular stipulates the Standards for Grade I Fishery Vessel Inspectors as follows:

- Graduated from university or higher in one of the technical fields related to fishing vessels, marine vessels, electrical, thermal refrigeration, machine building, or equipment manufacturing installed on vessels;- Minimum foreign language proficiency level 3 according to the Vietnamese language proficiency framework or equivalent;- Meet basic information technology usage skills standards;- Issued a Grade II fishery vessel inspector card and technical seal and have continuously performed fishery vessel inspection work for at least 3 years;- Possess a certificate of training in the professional skills of a Grade I fishery vessel inspector.

Additionally, the Circular also stipulates the tasks for Grade I Fishery Vessel Inspectors including:

- Participate in technical surveys, determine the cause of accidents involving fishing vessels.- Appraise technical designs for new construction, modification, restoration, construction plans, and as-built designs for fishing vessels, machinery, and equipment installed on vessels according to trained expertise;- Inspect and assess the technical status of new construction, first-time, periodic, on-slipway, and unusual incidents of various types of fishing vessels according to trained expertise;- Inspect and supervise the manufacturing of materials, machinery, and equipment installed on fishing vessels.- Inspect and assess the technical status of various types of fishing vessels annually according to trained expertise.
