Standards and Norms for the Use of Official Vehicles at People's Armed Forces Units

Specifically, according to Article 3 of Decree 85/2018/ND-CP, the standards and norms for the use of cars for these positions are regulated as follows:

- The standards and norms for the use of cars by leaders in the People's Army, People's Police, who are members of the Politburo, Secretary of the Central Executive Committee of the Communist Party, members of the Central Executive Committee of the Communist Party, Ministers, Deputy Ministers, General Directors, and equivalents shall be implemented according to the Decree of the Government of Vietnam on the standards and norms for the use of cars.

- The standards and norms for the use of cars according to military rank are regulated as follows:

- Officers with the highest military rank of General are entitled to regularly use 01 car during their service period. Based on the actual situation at the time of equipping the car, the Prime Minister of the Government of Vietnam decides the type and purchase price of the car upon the recommendation of the Minister of National Defense or the Minister of Public Security;- Officers with the highest military rank of Senior Lieutenant General or Admiral are entitled to regularly use 01 car during their service period with a maximum purchase price of 1,100 million VND/car;- Officers with the highest military rank of Lieutenant General or Vice Admiral are entitled to regularly use 01 car during their service period with a maximum purchase price of 920 million VND/car;- Officers with the military rank of Major General or Rear Admiral are entitled to use a car for commuting from residence to workplace and for business trips with a maximum purchase price of 820 million VND/car.

- The standards and norms for the use of cars for positions in state-owned enterprises under the Ministry of National Defense and the Ministry of Public Security shall be implemented according to the Decree of the Government of Vietnam on the standards and norms for the use of cars.

- In the case where one person holds multiple leadership positions with car use standards or has both leadership position car use standards and military rank car use standards as stipulated in Clauses 1, 2, and 3 of Article 3 of Decree 85/2018/ND-CP, the highest standard shall apply. When the predecessor retires, transfers, or relinquishes the position and the car being used has not yet met the replacement conditions as regulated, the successor will continue to use it, and no new car will be equipped until the conditions for car replacement are met as per regulations.
