Standards and Norms for Ambulance Vehicles from 2020

Standards and norms for ambulance vehicles are stipulated in Clause 1, Article 4 of Circular 7/2020/TT-BYT, specifically:

First, for agencies and units with the function of medical examination and treatment:

- For less than 50 hospital beds, the norm is 01 vehicle.- From 50 to less than 100 hospital beds, the norm is 02 vehicles.- From 100 to less than 200 hospital beds, the norm is 03 vehicles.- From 200 to less than 300 hospital beds, the norm is 04 vehicles.- For 300 hospital beds or more, if an additional 150 hospital beds are added, the norm is an additional 01 vehicle.

Second, in cases where medical facilities require special-structure ambulances, the criteria for determining standards and norms for ambulances are based on the provisions in Article 4 of this Circular.

Third, for agencies and units with the function of providing emergency services and patient transport support:

The determination of standards and norms for using ambulances is based on the need, population scale, geographical location, and statistics on the number of emergency cases and patient transports over the past 03 years to form the basis for proposing norms to report to the competent authority for assessment and consideration, ensuring the appropriate number is linked with effective investment and use of vehicles.

Additionally, the determination of standards and norms for using specialized-structure vehicles and vehicles equipped with specialized medical equipment is based on the following criteria:

- Functions, duties, and powers approved by the competent authority.- Organizational structure and operational scale approved by the competent authority in the Organizational and Operational Charter; Development Plans (if any) and the specific nature of the agency, health public service provider.- Scope and local area of operation, population scale.- Number, frequency of use of each type of vehicle at the time of norm setting and anticipated vehicle usage needs over the next 03 years. In case of newly established agencies or health public service providers, only the anticipated vehicle usage needs for the next 03 years are required.
