According to Clause 9, Article 3 of Circular 12/2024/TT-BTTTT, the promotion to the professional title of Class I sound engineers in Vietnam, code: V11.09.23, must meet the following criteria and conditions:
- Currently holding the professional title of class II sound engineers, Code: V11.09.24
- Must have held the professional title of class II sound engineers (or equivalent) for at least 6 years. In cases where the time holding an equivalent position to class II sound engineers is considered, the individual must have held the professional title of class II sound engineers for at least 1 year (12 months) by the deadline for submission of the promotion application (if the time holding the professional title of class II sound engineers is not continuous, it will be accumulated);
- During the time holding the professional title of class II sound engineers (or equivalent), the individual must have chaired or participated in the execution of at least 02 (two) works awarded at the ministry, central and local authorities, or chaired at least 02 (two) professional scientific research projects, programs at the ministry, central and local authorities, which the agency or unit managing and employing the public employee was assigned to chair research and develop, and have been issued or approved by the competent authority.
- During the time holding the professional title of class II sound engineers (or equivalent) received commendations or achieved the title of emulative soldier at the ministry, sector, provincial level due to achievements in professional activities.
* Regarding the duties of Class I sound engineers, as stipulated in Article 3 of Circular 46/2017/TT-BTTTT:
- Chair specialized and professional summaries; prepare content and participate in domestic and international specialized seminars;
- Organize the recording and sound mixing for films and large-scale artistic projects, requiring the use of various technical means to ensure high sound quality;
- Provide development directions for the technical sector of the unit, industry, and state level;
- Plan and develop advanced technical system plans for medium and long term;
- Identify and organize the application of scientific and technical advancements in the field of sound to contribute to enhancing artistic quality for performance, cinema, and television programs;
- Chair the development of goals, content, programs, materials, and organize training for lower-grade sound technicians;
- Prepare content and directly participate in domestic and international sound seminars.
* Regarding the general ethical standards prescribed in Article 2 Circular 46/2017/TT-BTTTT:
- Comply with the guidelines, policies of the Communist Party of Vietnam, legislation of the State, and regulations of the industry and locality regarding information and communication.
- Be honest, objective, responsible for assigned tasks; perform fully and correctly the obligations of a public employee in professional activities.
- Cultivate ethics, maintain virtue, honor, professional prestige; do not exploit the position or assigned tasks for personal gain; foster creativity, willingness to learn new things, self-improve; be collegial, assist colleagues, share experiences in work; actively participate in scientific research to develop the profession and improve qualifications.
