Standards  and  Conditions  for  Professional  Title  Promotion  of  Public  Employees  in  Medical,  Pharmaceutical,  and  Population  Sectors  Starting  from  September  1,  2024

On July 12, 2024, the Minister of Health (Hanoi, Vietnam) issued Circular 11/2024/TT-BYT specifying the standards and conditions for the professional title promotion of public employees in medical, pharmaceutical, and population sectors.

Standards and conditions for professional title promotion of public employees in medical, pharmaceutical, and population sectors starting in Vietnam from September 1, 2024

According to Article 2 of Circular 11/2024/TT-BYT, the standards and conditions for the professional title promotion of public employees in the medical, pharmaceutical, and population sectors in Vietnam are as follows:

* General Standards and Conditions:

- Comply with the standards and conditions stipulated in Clause 1 of Article 32 Decree 115/2020/ND-CP on the recruitment, use, and management of public employees as amended and supplemented by Clause 16 of Article 1 Decree 85/2023/ND-CP, with the following conditions:

+ The head of the competent management agency for public employees decides to assign the public employee to take the professional title promotion exam;

+ The requirements for degrees and certificates must fully meet the standards of training, retraining, and professional capacities stipulated in the Circulars and Joint Circulars that define the codes and standards for the professional titles of public employees in the medical, pharmaceutical, and population sectors.

- There is a corresponding job position available for the professional title of the public employee being considered for promotion.

* Specific Standards and Conditions for Promoting Public Employees in the Medical and Pharmaceutical Sectors from Level II to Level I:

Public employees taking the promotional exam for the professional title of Senior Doctor (Level I), Senior Preventive Medicine Doctor (Level I), Senior Public Health Specialist (Level I), or Senior Pharmacist (Level I) must meet the general standards and conditions stipulated in Clause 1 of Article 2 Circular 11/2024/TT-BYT and must achieve one of the following achievements or performance results during the period holding the Level II professional title:

- Appointed as Professor or Associate Professor in a specialty relevant to the standards of the professional title being considered for promotion;

- Awarded the title “People’s Physician”;

- Earned the title of National Emulation Soldier;

- Awarded the Second Class Labor Medal or higher;

- Principal or main participant in at least one scientific and technological task at the ministry or provincial level, which must be successfully evaluated or higher;

- Lead or main participant in at least one project or technical professional guideline in the relevant field approved at the ministry or provincial level;

- Principal in at least three scientific and technological tasks at the institutional level or higher, and these tasks must be successfully evaluated or higher.

* Specific Standards and Conditions for Promoting Public Employees in the Medical, Pharmaceutical, and Population Sectors from Level III to Level II:

Public employees taking the promotional exam for the professional title of Principal Doctor (Level II), Principal Preventive Medicine Doctor (Level II), Principal Public Health Specialist (Level II), Principal Pharmacist (Level II), Level II Nurse, Level II Midwife, Level II Medical Technician, Level II Nutritionist, or Level II Population Specialist must meet the general standards and conditions stipulated in Clause 1 of Article 2 Circular 11/2024/TT-BYT and must achieve one of the following achievements or performance results during the period holding the Level III professional title:

- Awarded a Specialty Level II or Doctorate in a specialization relevant to the standards of the professional title being considered for promotion;

- Awarded the title “Outstanding Physician” or “People’s Physician”;

- Earned the title of Emulation Soldier at the ministry or provincial level;

- Awarded the Third Class Labor Medal or higher;

- Principal in at least two scientific and technological tasks at the institutional level or higher, and these tasks must be successfully evaluated or higher;

- Principal in at least one scientific and technological task at the institutional level or higher and a participant in at least one scientific and technological task at the ministry or provincial level, which must all be successfully evaluated or higher;

- Lead at least two projects or professional technical guidelines in the relevant field at the institutional level or higher, or technical innovation initiatives approved by the competent authority;

- Participant in at least two projects or professional technical guidelines.
