From November 7, 2024, to be considered for promotion to Class I television director in Vietnam, one must meet the standards and conditions stipulated in Circular 12/2024/TT-BTTTT.

The title of Class I television director is a title for public employees specializing in information and communication.
Specific standards and conditions for promotion to the professional title of Class I television director as per Clause 7, Article 3 of Circular 12/2024/TT-BTTTT are as follows:
- Currently holding the professional title of Class II television director, Code: V.11.04.11.
- Have held the professional title of Class II television director (or equivalent) for at least 06 years. In case of having equivalent time to the professional title of Class II television director, there must be at least 01 year (12 months) of holding the professional title of Class II television director by the deadline for submitting the promotion registration dossier (if the time of holding the professional title of Class II television director is not continuous, it will be accumulated);
- During the time of holding the professional title of Class II television director (or equivalent), have presided over or participated in directing at least 02 (two) works that received awards from ministry, department, agency, provincial level, or awards organized by the Central Communist Party, central socio-political organizations, Vietnam Journalists Association; or presiding over at least 02 (two) thematic subjects, specialized scientific research programs at ministerial or provincial levels that the managing and employing public employee agencies have been assigned to preside over research and building, which have been issued or accepted by the competent authority.
- During the time of holding the professional title of Class II television director (or equivalent), have been awarded a commendation or achieved the title of emulation soldier at the ministry, department, agency, provincial level or higher for achievements in professional activities.
According to Articles 3 and 13 of Circular 13/2022/TT-BTTTT, the standards for Class I television director in Vietnam include:
(1) Standards on professional competency and expertise
- Understanding the policies, guidelines, laws of the Communist Party and the State concerning culture and arts; important political and social events; achievements in domestic and international culture and arts;
- Proficient in professional specialization; types of literary and artistic forms; features and characteristics of the combined art form, related technical and scientific disciplines; social science and effectively applying them in constructing artistic imagery;
- Understanding the legal regulations on labor protection, safety techniques in practice, performance, and other related legal regulations;
- Possess basic information technology skills, able to use a foreign language or a minority language as required by the job position.
(2) Standards on educational and training qualifications
- Have a university degree or higher in directing;
- Have a high-level political theory certificate or an advanced political theory – administrative certificate or a confirmation of equivalent high-level political theory granted by the competent authority prior to July 9, 2021;
- Have a certificate of professional training according to the standards of public employee titles specializing in television directing.
(3) General standards on professional ethics
- Comply with the policies, guidelines of the Communist Party, the laws of the State, and the regulations of the sector and locality on information and communication.
- Be honest, objective, highly responsible for the assigned work; fully and correctly fulfill the obligations of a public employee in professional activities.
- Cultivate ethics, maintain virtues, honor, professional reputation; do not abuse the assigned position, duties for personal gain; be united, creative, willing to accept, learn new things, self-improve; have a sense of cooperation, helping colleagues, sharing experiences in work; actively participate in scientific research to develop the profession and improve skills.
