This issue is addressed in Circular 19/2018/TT-BQP stipulating the titles of officers in the Military Enforcement Sector issued by the Minister of National Defense on February 09, 2018. So, what are the specific standards and conditions?
According to the provisions of Article 16 of Circular 19/2018/TT-BQP, officers, professional soldiers on active duty who meet the standards specified in Article 4 of Circular 19/2018/TT-BQP and the following standards and conditions may be appointed as enforcement clerks in the Army:
1. Holding a bachelor's degree in law or higher.
2. Having a foreign language certificate with a proficiency level equivalent to level 1 of the Vietnamese foreign language proficiency framework as stipulated in Circular No. 01/2014/TT-BGDDT dated January 24, 2014, of the Ministry of Education and Training promulgating a 6-level foreign language proficiency framework for Vietnam.
3. Having an IT certificate meeting the basic information technology skills standard according to the provisions of Circular No. 03/2014/TT-BTTTT dated March 11, 2014, of the Ministry of Information and Communications stipulating the standards of information technology skills.
4. Having a training certificate on the professional knowledge of enforcement clerks.
Simultaneously, according to the provisions of Circular 19/2018/TT-BQP, enforcement clerks in the Army are dismissed in one of the following cases:
1. Violating state laws or military discipline as stipulated in Clause 1, Article 9 of Circular 192/2016/TT-BQP stipulating the application of disciplinary forms, procedures, time limits, and competence in handling disciplinary cases in the Ministry of National Defense.
2. There is a basis to determine insufficient virtues, capability, or prestige to perform the role of an enforcement clerk in the Army.
