Standard Teaching Hours for Educational and Training Instructors of Officials, Employees, and Public Servants

Circular 01/2018/TT-BNV was issued on January 8, 2018. This Circular stipulates teaching standard hours, specifies the level of teaching standard hours, and conversion to teaching standard hours for lecturers in training and retraining institutions for officials and public employees.

To be specific:, according to the instructions provided in Circular 01/2018/TT-BNV, the standard teaching hours are the time units converted from the number of necessary work hours required to complete a certain workload related to teaching duties for each title equivalent to one theoretical or practical class hour, including the necessary labor time before, during, and after the lecture.

The standard teaching hour framework is as follows:

- Lecturer: 270 standard hours in an academic year, in which the direct class time accounts for at least 50% of the prescribed standard;- Senior Lecturer: 290 standard hours in an academic year, in which the direct class time accounts for at least 50% of the prescribed standard;- Principal Lecturer: 310 standard hours in an academic year, in which the direct class time accounts for at least 50% of the prescribed standard.

The head of the training and education institution sets specific standard hour norms for each lecturer in accordance with the actual situation of the unit but not exceeding or falling below 15% compared to the prescribed standard hours above.

Additionally, the Circular stipulates the conversion of the time spent on certain tasks into standard hours as follows:

- One lecture session, guiding situational exercises, discussions, answering course questions, or review sessions in class count as 1 standard hour;- One thematic report session counts from 1.0 to 1.5 standard hours;- One practical classroom instruction session counts from 0.5 to 1 standard hour;- One working day of internship guidance counts from 1.5 to 2 standard hours;- Guiding a student in writing a thesis; final report; final project counts from 8 to 10 standard hours; reading and providing feedback on 1 student's final coursework counts as 2 standard hours per session;- Guiding students on a field trip for 1 working day counts from 3 to 4 standard hours.

Conversion of time spent on other professional tasks into standard hours:

- Preparing one test, written exam paper with answers counts from 1 to 1.5 standard hours; one multiple-choice test with answers counts from 1.5 to 2 standard hours; one oral test with answers counts from 1 to 1.5 standard hours;- Supervising tests, exams: 1 hour counts as 0.5 standard hours;- Grading tests, exams: Each grading session of 4 to 6 written test papers counts as 1 standard hour; each grading session of 8 to 10 multiple-choice tests counts as 1 standard hour; grading oral, practical exams for 1 student counts as 0.5 standard hours;- Chairman of the examination, thesis review board; final report; final project review session counts as 2 standard hours per session; Vice Chairman and Secretary of the board count as 1 standard hour per session.

Based on the provisions of Clause 5, Article 19 of Circular 01/2018/TT-BNV, the head of the training and education institution specifically converts the time spent on preparing test papers, exam papers; grading tests, exams into standard hours for each training program to match the requirements of each program and actual conditions.

These provisions are defined in Article 19 of Circular 01/2018/TT-BNV which takes effect on March 01, 2018.
