Standard norms for the costs of importing, exporting, and storing Penthrite explosives as national reserves in Vietnam

This is one of the contents stipulated in Circular 138/2014/TT-BTC Regulation on the cost norms for import, export at the warehouse door, and the cost norms for storing Pentrit explosives (TEN) as national reserves in Vietnam, issued on September 22, 2014.

Article 2 of Circular 138/2014/TT-BTC stipulates the cost norms for the import, export, and storage of Pentrit explosives in national reserves in Vietnam as follows:

- The cost norm for one-time import of 1 ton of TEN explosives for national reserves at the warehouse door is: 58,807 VND.

- The cost norm for one-time export of 1 ton of TEN explosives for national reserves at the warehouse door is: 141,189 VND.

- The cost norm for annual storage of 1 ton of TEN explosives in national reserves is: 4,383,594 VND.

- The cost norms for import, export at the warehouse door, and storage of TEN explosives in national reserves include directly related expenses for the import, export, and storage of explosives; specifically:

  • Labor costs, including: Warehouse keepers' and security personnel's salaries and related contributions as regulated; costs for hiring unloading and moving goods, fumigating warehouses, packing, lowering jacks, weighing, loading goods onto vehicles or into warehouses; vehicle handling fees; hazardous allowances, meals for warehouse keepers and security personnel;
  • Material costs used for import, storage, and export, including: Electricity, water, storage tools and equipment; warehouse depreciation, labor protection, storm tarpaulins, fire prevention and fighting, office supplies;
  • Inspection costs for import, export, and storage, including: Quality inspection fees before export as regulated, checking and inspecting storage tools and equipment;- Management costs;
  • Environmental handling costs;

- Based on the content of the norms stipulated in this Circular, the Ministry or sector directly managing TEN explosives in national reserves is responsible for specifying the appropriate cost levels for the management conditions, but ensuring that they do not exceed the general norms prescribed.
