Standard for promotion of public employees teaching in public universities in Vietnam as of June 1, 2024 (Internet image) 

Regarding this matter, LawNet would like to answer as follows: 

On March 29, 2024, the Minister of Education and Training issued Circular 05/2024/TT-BGDDT on the standards and conditions for promotion of professional titles of public employees teaching in public universities and pedagogical colleges in Vietnam.

Standard for promotion of public employees teaching in public universities in Vietnam as of June 1, 2024

1. Standard for promotion of the professional title of main lecturer (grade II), code V.07.01.02

According to Article 3 of Circular 05/2024/TT-BGDDT, public employees teaching in public universities are eligible to apply for promotion to the professional title of main lecturer (grade II), code V.07.01.02, when the following standards and conditions are met:

- Public universities have a need and a vacancy corresponding to the professional title for promotion and have been authorized to participate in the promotion consideration period.

- Currently holding the professional title of lecturer (grade III), code V.07.01.03.

- Achieving a rating of "good completion of tasks" or higher in the consecutive working year prior to the year of promotion for the professional title of main lecturer (grade II), code V.07.01.02; having good political and professional ethics; not under disciplinary action; not in the period of implementing disciplinary regulations according to the Party's regulations and the law.

- Meeting the requirements for minimum working time holding the professional title of lecturer (grade III), code V.07.01.03; meeting the standards for training, development, and professional competence of the professional title of main lecturer (grade II), code V.07.01.02 as stipulated in Clause 2, Clause 3 of Article 6 of Circular 40/2020/TT-BGDDT (amended by Circular 04/2022/TT-BGDDT).

2. Standard for promotion of the professional title of senior lecturer (grade I), code V.07.01.01

According to Article 4 of Circular 05/2024/TT-BGDDT, public employees teaching in public universities are eligible to apply for promotion to the professional title of senior lecturer (grade I), code V.07.01.01, when the following standards and conditions are met:

- Public universities have a need and a vacancy corresponding to the professional title for promotion and have been authorized to participate in the promotion consideration period.

- Currently holding the professional title of associate main lecturer (grade II), code V.07.01.02.

- Achieving a rating of "good completion of tasks" or higher in the consecutive working year prior to the year of promotion for the professional title of senior lecturer (grade I), code V.07.01.01; having good political and professional ethics; not under disciplinary action; not in the period of implementing disciplinary regulations according to the Party's regulations and the law.

- Meeting the requirements for minimum working time holding the professional title of associate main lecturer (grade II), code V.07.01.02; meeting the standards for training, development, and professional competence of the professional title of senior lecturer (grade I), code V.07.01.01 as stipulated in Clause 2, Clause 3 of Article 7 of Circular 40/2020/TT-BGDDT (amended by Circular 04/2022/TT-BGDDT).
