Circular 45/2022/TT-BGTVT stipulates the job titles, standards, and salary classification for professional titles of inspector for public employees in Vietnam as issued by the Minister of Transport.
Based on Article 2 of Circular 45/2022/TT-BGTVT, the Professional titles of inspector for public employees in Vietnam are specified as follows:
1. Inspector Class I | Code: V.12.31.01 |
2. Inspector Class II | Code: V.12.31.02 |
3. Inspector Class III | Code: V.12.31.03 |
4. Inspector Class IV | Code: V.12.31.04 |
Article 3 of Circular 45/2022/TT-BGTVT specifies the general ethical standards as follows:
- Abide by the guidelines and policies of the Communist Party, and the laws and regulations of the State.
- Be honest, objective, and highly responsible for the assigned work; fulfill all duties of public employees in their professional activities.
- Have a consciousness to cultivate ethics, maintain dignity, honor, and professional reputation; avoid abusing position and assigned tasks for personal gain; promote solidarity, creativity, self-improvement, and willingness to learn new knowledge;
Have a cooperative spirit, assist colleagues, and share work experience;
Actively participate in scientific research projects and technical innovation initiatives to develop the profession and enhance expertise.
Article 4 of Circular 45/2022/TT-BGTVT stipulates the standards for Inspector Class I as follows:
- Standards for education and training:
+ Hold a university degree or higher in a field or specialty relevant to the job position;
+ Have a certificate of training according to the professional title standards for professional titles of inspector for public employees in Vietnam.
- Standards for professional capacity and skills:
+ Understand thoroughly the viewpoints, guidelines, and policies of the Communist Party and the laws of the State; the situation and development trends in the inspection field;
+ Master the domestic and international legal regulations in the inspection field; have in-depth knowledge of the inspection field; be capable of applying and implementing technology within the scope of assigned work;
+ Be capable of research, proposal development, project formulation, and action program planning; have the capacity to advise and formulate strategies, plans, and policies associated with professional expertise in the inspection sector;
+ Be capable of organizing and executing assigned tasks; be capable of analyzing and aggregating practical issues to propose solutions for improving specific legal policies in inspection;
+ Have drafting, presentation, project development, and implementation skills related to inspection activities;
+ Possess basic IT skills and be able to use a foreign language or a minority language for public employees working in minority areas as required by the job position.
- Standards and conditions to register for the examination or consideration for promotion to Inspector Class I:
Public employees can register for the examination or consideration for promotion to the professional title of Inspector Class I if they meet the standards and conditions stipulated in Article 32 of Decree 115/2020/ND-CP on recruitment, employment, and management of public employees, and the following standards and conditions:
+ Have served in the professional title of Inspector Class II or equivalent for at least 06 years.
If serving in an equivalent position, there must be at least 01 year (12 months) in the professional title of Inspector Class II as of the application submission deadline for the examination or promotion consideration;
+ During the tenure of the professional title of Inspector Class II or equivalent, have participated in the development of at least 02 legal normative documents or have participated in the research, development of at least 02 projects, projects, ministerial-level scientific research programs, or above related to inspection that have been issued, approved, or accepted by competent authorities.
Article 5 of Circular 45/2022/TT-BGTVT stipulates the standards for Inspector Class II as follows:
- Standards for education and training:
+ Hold a university degree or higher in a field or specialty relevant to the job position;
+ Have a certificate of training according to the professional title standards for professional titles of inspector for public employees in Vietnam.
- Standards for professional capacity and skills:
+ Understand thoroughly the viewpoints, guidelines, and policies of the Communist Party and the laws of the State; the situation and development trends in the inspection field;
+ Master the domestic and international legal regulations in the inspection field; have in-depth knowledge of the inspection field; be capable of applying and implementing technology within the scope of assigned work;
+ Be capable of research, proposal development, project formulation, and action program planning; have the capacity to advise and formulate plans and policies associated with professional expertise in the inspection sector;
+ Be capable of researching, summarizing practical experiences, and proposing solutions to improve the quality and efficiency of assigned tasks in the sector;
+ Possess basic IT skills and be able to use a foreign language or a minority language for public employees working in minority areas as required by the job position.
- Standards and conditions to register for the examination or consideration for promotion to Inspector Class II:
Public employees can register for the examination or consideration for promotion to the professional title of Inspector Class II if they meet the standards and conditions stipulated in Article 32 of Decree 115/2020/ND-CP on recruitment, employment, and management of public employees, and the following standards and conditions:
+ Have served in the professional title of Inspector Class III or equivalent for at least 09 years (excluding probation and apprenticeship periods). If serving in an equivalent position, there must be at least 01 year (12 months) in the professional title of Inspector Class III as of the application submission deadline for the examination or promotion consideration;
+ During the tenure of the professional title of Inspector Class III or equivalent, have participated in at least 02 ministerial-level or higher scientific and technological tasks that have been accepted as satisfactory or higher related to inspection that have been issued, approved, or accepted by competent authorities.
The standards for Inspector Class III are stipulated in Article 6 of Circular 45/2022/TT-BGTVT as follows:
- Standards for education and training:
+ Hold a university degree or higher in a field or specialty relevant to the job position;
+ Have a certificate of training according to the professional title standards for professional titles of inspector for public employees in Vietnam.
- Standards for professional capacity and skills:
+ Understand thoroughly the viewpoints, guidelines, and policies of the Communist Party and the laws of the State; the situation and development trends in the inspection field;
+ Be capable of performing inspection tasks within the assigned scope;
+ Be capable of understanding and applying advanced methods and technologies during the execution of assigned inspection tasks relevant to the trained specialty;
+ Be capable of guiding professional tasks, sharing experiences, and participating in scientific research to serve inspection work;
+ Identify potential risks and establish preventive measures during task execution;
+ Possess basic IT skills and be able to use a foreign language or a minority language for public employees working in minority areas as required by the job position.
- Standards and conditions to register for the examination or consideration for promotion to Inspector Class III:
Public employees can register for the examination or consideration for promotion to the professional title of Inspector Class III if they meet the standards and conditions stipulated in Article 32 of Decree 115/2020/ND-CP on recruitment, employment, and management of public employees, and have served in the professional title of Inspector Class IV or equivalent for at least 03 years (excluding probation and apprenticeship periods).
If serving in an equivalent position, there must be at least 01 year (12 months) in the professional title of Inspector Class IV as of the application submission deadline for the examination or promotion consideration.
Article 7 of Circular 45/2022/TT-BGTVT stipulates the standards for Inspector Class IV as follows:
- Standards for education and training:
+ Hold a college degree or higher in a field or specialty relevant to the job position;
+ Have a certificate of training according to the professional title standards for professional titles of inspector for public employees in Vietnam.
- Standards for professional capacity and skills:
+ Understand the principles, regulations, procedures, and guidelines for professional tasks and management objectives in the inspection field;
+ Master the processes, procedures, and methods for task execution within the assigned scope;
+ Be capable of performing inspection tasks within the assigned scope;
+ Proficiently use office equipment and other devices to meet task requirements.
- Standards and conditions to register for the examination or consideration for promotion to Inspector Class IV:
Public employees can register for the examination or consideration for promotion to the professional title of Inspector Class IV if they meet the standards and conditions stipulated in Article 32 of Decree 115/2020/ND-CP on recruitment, employment, and management of public employees, and have served in the professional title of Inspector Class V or equivalent for at least 03 years (excluding probation and apprenticeship periods).
If serving in an equivalent position, there must be at least 01 year (12 months) in the professional title of Inspector Class V as of the application submission deadline for the examination or promotion consideration.
Circular 45/2022/TT-BGTVT comes into effect in Vietnam on March 1, 2023.
