The Minister of Science and Technology has just signed and promulgated Circular 16/2019/TT-BKHCN stipulating the awarding of the Emulation Flag, Certificate of Merit from the Minister of Science and Technology, and the Commemorative Medal "For the cause of science and technology".
To be specific:, Circular 16/2019/TT-BKHCN stipulates that the Commemorative Medal "For the Cause of Science and Technology" is awarded on a regular annual basis, and is awarded only once to each individual who meets one of the following criteria:

- Individuals must have worked in the field of science and technology for at least 20 years for men and at least 15 years for women. In the case where individuals have been awarded an Emulation Title or a form of commendation at the State level, the required duration is reduced by 3 years compared to the aforementioned regulations.
- Special cases with contributions in the field of science and technology when awarding the Commemorative Medal do not require satisfying the full working duration of 20 years for men and 15 years for women but must meet one of the following criteria:
- Have been awarded one of the State Honorary Titles;- Have been awarded the Emulation Title or forms of commendation at the State level;- Be the author/co-author of works/projects that have been awarded the Ho Chi Minh Prize for Science and Technology or the State Prize for Science and Technology;- Have an invention that has been effectively applied in Vietnam;- Individuals working in the field of science and technology who sacrificed their lives while performing their duties;- Individuals working in state agencies, people's armed units, public service providers, political organizations, political - social organizations, social - professional organizations from central to local levels with significant contributions to the cause of the development of science and technology;- Overseas Vietnamese, foreigners with significant contributions to the development of science and technology in Vietnam.
