Standard Expenditures for Implementing the National Investment Promotion Program in Vietnam

Recently, the Ministry of Finance of Vietnam has issued Circular 31/2013/TT-BTC providing guidance on the financial management mechanism of the National Investment Promotion Program.

According to current regulations, the State Budget provides funding support for national investment promotion projects according to the expenditure content prescribed in Article 5 Circular 31/2013/TT-BTC and approved by the competent authority at the actual reasonable expenditure level, but not exceeding the current expenditure limits prescribed for state administrative agencies and public service providers in Vietnam. To be specific:

- Expenses for conferences, seminars, and business trip allowances for those traveling domestically as per the decision of the program approving authority and the lead unit to carry out investment promotion tasks are implemented according to Circular 97/2010/TT-BTC dated July 6, 2010.

- Expenses for business trip allowances for those traveling abroad to implement or participate in investment promotion programs are regulated in Circular 102/2012/TT-BTC dated June 21, 2012.

- Expenses for hosting foreign guests, organizing international conferences and seminars on investment promotion are regulated in Circular 01/2010/TT-BTC dated January 6, 2010.

- Expenses for organizing training courses to enhance the capacity and skills of investment promotion for state management agencies, organizations operating in the field of attracting investment, and enterprises are implemented according to Circular 139/2010/TT-BTC dated September 21, 2010.

- Expenses for developing proposals to evaluate the current status of fields, regions, and economic sectors as a basis for deploying investment promotion projects are implemented according to Circular 44/2007/TTLT-BTC-BKHCN dated May 7, 2007.

- Expenses for upgrading and maintaining the operation of the electronic information portal introducing Vietnam's investment environment, connecting this portal with electronic information portals of ministries, localities nationwide, and reputable electronic information portals globally are implemented according to Circular 137/2007/TT-BTC dated November 28, 2007, and Circular 19/2012/TTLT-BTC-BKHDT-BTTTT dated February 15, 2012.

- For expenditure items without guiding policies, expenditures of a specialized nature such as information activities, mass media communication domestically and internationally; publication of publications, books, documents; film production expenses; advertising expenses; event organizing expenses... need to be implemented through competitive quotation or bidding according to the Bidding Law and guiding documents of the Bidding Law.
