This is a noteworthy regulation in Circular 15/2013/TT-BLDTBXH regulating the organization of physical education and sports activities for students in vocational training institutions.
According to the provisions at Article 6 of Circular 15/2013/TT-BLDTBXH, physical exercise, sports competitions, or tournaments with various scales and levels for students in vocational training institutions (hereinafter collectively referred to as the Sports Festival) are organized at different levels. Specifically:

- Institution-level Sports Festival is organized annually by the vocational training institution to maintain physical exercise and sports activities within the vocational training institution; to select individuals and teams to participate in the provincial-level Sports Festival.- Provincial-level Sports Festival (hereinafter referred to as Provincial-level Sports Festival) is organized biennially by the Department of Labor, War Invalids, and Social Affairs for students of vocational training institutions located in the province to select individuals and teams from these institutions to participate in the national-level Sports Festival.- National-level Sports Festival is organized triennially by the General Department of Vocational Training. Individuals and teams who have participated in the provincial-level Sports Festival held within the period between two national-level Sports Festivals and achieved high rankings (First, Second, Third, and Encouragement Prizes) are eligible to participate in the national-level Sports Festival.- Non-periodical Sports Festival is organized by the governing agency of the vocational training institutions at all levels or political organizations, socio-political organizations, social organizations, social-professional organizations to implement political tasks at a certain point in time for students in vocational training institutions.
In addition, this Circular also regulates that physical exercise and sports activities for students are conducted in the following forms:
- Organization of physical education curricular programs by class units in vocational training institutions.- Organization of extracurricular physical exercise and sports activities according to plans of the vocational training institution, faculties, and classes.- Organization of physical exercise, sports competitions, or tournaments with different scales and levels.- Encouragement to establish physical exercise, sports clubs, and centers within vocational training institutions to facilitate students' participation in training and competitions.
