On May 10, 2019, the Ministry of Public Security (BCA) issued Circular 11/2019/TT-BCA regulating the statements and provision of information to the press by the People's Public Security Forces (CAND).

According to Clause 1, Article 2 of Circular 11/2019/TT-BCA, the persons authorized to speak and provide information to the press of the Ministry of Public Security (MPS) include:
- The Minister of MPS;
- The Chief of the Office assigned by the Minister of MPS to regularly speak and provide information to the press. In case the spokesperson is unable to speak and provide information to the press, the MPS spokesperson must report to the Minister to authorize another person to perform the task;
- Individuals responsible within MPS authorized by the Minister of MPS to speak and provide information to the press or assigned to coordinate with the MPS spokesperson to speak or provide information to the press on specific matters assigned.
Additionally, Clause 2, Article 2 of Circular 11/2019/TT-BCA also stipulates the persons authorized to speak and provide information to the press of the operational, advisory, political, logistical, inspection units under the Ministry; the academies, schools of People's Public Security, agencies, units, security enterprises, hospitals, and other organizations (hereinafter referred to as units under the Ministry), including:
- The Head of the unit;
- In case the Head of the unit is unable to speak and provide information to the press, authorizes the Deputy Head to speak and provide information to the press.
The persons authorized to speak and provide information to the press at the provincial level Public Security, include:
- The Director of the provincial level Public Security;
- In case the Director of the provincial level Public Security is unable to speak and provide information to the press, authorizes the Deputy Director of the provincial level Public Security to perform the task.
Furthermore, note that the authorization of speaking stipulated at point c, clause 1, point b, clause 2, point b, clause 3, Article 2 of Circular 11/2019/TT-BCA applies only to specific cases, specific incidents, and within a certain time limit. The spokesperson, the authorized spokesperson stipulated at point b, point c, clause 1, point b, clause 2, and point b, clause 3, Article 2 of Circular 11/2019/TT-BCA cannot further delegate the authority to another person.
