Specialized unit for information technology in Vietnam shall meet infrastructure usage requirements within 30 days

On December 27, 2012, the State Bank of Vietnam issued Circular 34/2012/TT-NHNN regulating the development and maintenance of banking software operations of the State of Vietnam.

Article 6 of Circular 34/2012/TT-NHNN stipulates that the information technology lead unit in Vietnam must provide the information technology infrastructure requirement to the specialized information technology unit. The specialized information technology unit is responsible for fully providing the necessary information technology infrastructure conditions such as servers, database management systems, communication networks, and security equipment for the deployment and operation of the State Bank of VIetnam's business software.

The specialized information technology unit shall satisfy the information technology infrastructure utilization request within the following timeframe:

- Within 30 working days from the date of receipt of the request when the shared information technology infrastructure of the State Bank of VIetnam is available;

- Within the timeframe necessary to equip information technology infrastructure in accordance with the regulations of the State Bank of Vietnam and the law on investment management for information technology applications using state budget funds in cases where information technology infrastructure is not yet available or not sufficiently equipped.

Additionally, the information technology lead unit must have at least 5 staff members with a university degree in information technology and certificates of completion for courses on the professional skills for establishing and managing investment in information technology applications as regulated by the Government of Vietnam.
