The content of the specialized inspection in the field of education is fully listed in Decree 42/2013/ND-CP, including:

- Building and implementing educational programs; compiling, using textbooks, curricula, materials; producing, managing, using educational equipment.- Establishing, merging, splitting, dissolving educational institutions; the organization and operation of educational institutions; specialized educational activities of the education management agency.- Implementing professional regulations; opening training branches; training regulations; examination regulations; implementing educational content and methods; printing, managing, issuing diplomas, certificates.- Implementing enrolment regulations, managing, educating learners, and policies for learners.- Conditions ensuring educational quality; educational quality accreditation; implementing universal education.- Implementing regulations on the collection, management, use of tuition fees, and other financial resources.- Organizing, managing research, transferring, and applying science and technology.- Organizing, managing international cooperation activities in the field of education.- Implementing other legal provisions on education.

Thus, the authorities specialized in educational inspection can only carry out inspections on the 09 contents listed in Decree 42.
