According to Article 19 of Decree 03/2024/ND-CP, specialized authorities assigned to conduct inspections are as follows:

Specialized authorities assigned to conduct inspection are agencies that perform state management tasks according to sectors and fields assigned to perform specialized inspection functions, including General Departments, Departments, and equivalents under the Ministry (hereinafter referred to as the General Department, Department under the Ministry), Departments under the General Department, and equivalents (hereinafter referred to as Departments under the General Department), other agencies specified in Article 20 and Article 21 of Decree 03/2024/ND-CP, unless otherwise prescribed by law.

2. General Departments and Departments under the Ministry are assigned to perform specialized inspection functions in Vietnam

Pursuant to Article 20 of Decree 03/2024/ND-CP General Department, departments under the Ministry are assigned to perform specialized inspection functions, including:

- Ministry of Industry and Trade: Department of Industry, Department of Electricity Regulation, Department of Chemicals, Department of Industrial Safety and Environment, Department of E-Commerce and Digital Economy, General Department of Market Management, National Competition Commission.

- Ministry of Transport: Vietnam Register, Vietnam Roads Department, Vietnam Railways Department, Vietnam Inland Waterways Department.

- Ministry of Science and Technology: Intellectual Property Office, National Quality Measurement Standards Committee.

- Ministry of Labor, War Invalids, and Social Affairs: Department of Labor Safety, Department of Overseas Labor Management.

- Ministry of Agriculture and Rural Development: Department of Plant Protection, Department of Livestock, Department of Quality, Processing, and Market Development, Department of Forestry, Department of Dyke Management and Natural Disaster Prevention and Control, Department of Animal Health, Department of Irrigation, Department of Fisheries, and Department of Crop Production.

- Ministry of Home Affairs: Central Emulation and Commendation Committee, Government Committee for Religious Affairs, Department of State Records and Archives.

- Ministry of Finance: Department of Public Asset Management, Department of Price Management, Department of Insurance Management and Supervision, Department of Management and Supervision of Tax Policy, Fees and Charges,
Department of Management and Supervision of Accounting and Auditing, General Department of Customs, General Department of Taxation.

- Ministry of Natural Resources and Environment: Department of Environmental Pollution Control, Vietnam Minerals Department, Department of Land Resources Planning and Development.

- Ministry of Information and Communications: Department of Information Security, Department of Press, Department of Radio, Television, and Electronic Information, Department of Radio Frequency, Department of Telecommunications, Department of Publishing, Printing, and Distribution.

- Ministry of Justice: Department of Civil Status, Nationality, and Authentication.

- Ministry of Health: Department of Food Safety, Department of Population.

3. Department under the General Department and equivalent

Departments under the General Department and equivalent include:

- Provincial social insurance.

- State Reserve Department.

- Customs Department.

- Market Management Department.

- Department of Statistic.

- Department of Taxation.

- Provincial State Treasury.

4. Duties and powers of specialized authorities assigned to conduct inspections in Vietnam

Duties and powers of specialized authority assigned to conduct inspection are specified in Article 22 of Decree 03/2024/ND-CP as follows:

- General Departments and Departments under the Ministry assigned to perform specialized inspection functions have the following tasks and powers:

+ Develop an inspection plan and send it to the Ministry Inspectorate for incorporation into the Ministry's inspection plan; organize the implementation of its inspection tasks in the Ministry's inspection plan;

The General Department under the Ministry guides the affiliated departments assigned to perform specialized inspection functions to develop draft inspection plans; Monitor, urge, and inspect the implementation of inspection plans by affiliated Departments assigned to perform specialized inspection functions;

+ Specialized inspection of agencies, organizations, and individuals under their management according to the provisions of law;

+ Inspect other cases assigned by the Minister;

+ Monitor, urge, and inspect the implementation of conclusions, recommendations, and decisions to handle their inspections;

+ Summarize and report inspection results.

- Departments under the General Department and equivalents assigned to perform specialized inspection functions have the following tasks and powers:

+ Develop an inspection plan to send to the General Department Inspectorate or to the General Department of the Ministry in case there is no General Department Inspectorate to synthesize into the Ministry's inspection plan; organize the implementation of its inspection tasks in the Ministry's inspection plan.

Provincial Social Insurance develops an inspection plan, sends it to the Vietnam Social Insurance Inspectorate for synthesis into the inspection plan of Vietnam Social Insurance, and organizes the implementation of its inspection tasks;

+ Inspect other cases assigned by the General Director; Provincial Social Insurance inspects other cases assigned by the General Director of Vietnam Social Insurance;

+ Monitor, urge, and inspect the implementation of conclusions, recommendations, and decisions to handle their inspections;

+ Summarize and report inspection results.
