Circular 08/2015/TT-BGTVT regarding the rescue operation and estimated cost standards for rescue operations on highways issued by the Minister of Transport on April 14, 2015.
According to Circular 08/2015/TT-BGTVT, it is stipulated that in the event of an accident or incident requiring rescue operations on highways, the operating and maintenance unit must promptly organize the rescue plan to clear the scene and ensure traffic safety according to the provisions in Clause 1 and Clause 3, Article 16 of Decree 32/2014/ND-CP.

The sources of information for rescue requests are as follows:
- The driver or vehicle owner requests rescue;- The traffic management and operations center on the highway detects the entity that needs rescue through traffic monitoring and road patrol activities;- Other information sources.
Furthermore, in cases where the driver or vehicle owner self-organizes rescue operations, immediately after detecting the situation, the operating and maintenance unit is responsible for:
- Dispatching forces to the scene to supervise and assist in the rescue operations according to the approved rescue plan, ensuring compliance with traffic rules, traffic safety, and execution time;- Halting the self-conducted rescue operations by the vehicle owner or driver and promptly organizing the rescue operations according to the rescue plan when the entity conducting the self-rescue is found lacking rescue equipment, violating traffic rules, breaching safety regulations, or is likely to take longer than the estimated time for similar cases in the rescue plan.
Additionally, if the driver or vehicle owner requests rescue via an emergency phone call, the operating and maintenance unit must organize the rescue operations according to the rescue plan immediately upon receiving the request. In cases of receiving information from other sources, the operating and maintenance unit must promptly verify the information and decide to organize the rescue operations according to the rescue plan.
Note: During the rescue operations, the operating and maintenance unit may use the emergency U-turn points on the median strip to reduce the journey length and time of patrol, rescue, support, and safety warning vehicles.
