Recently, the Government of Vietnam issued Decree 49/2020/ND-CP guiding the Law on Criminal Sentence Execution concerning community reintegration.

Decree 49/2020/ND-CP clearly stipulates the sources of funding to ensure the implementation of community reintegration, including:
1. The state's budget is allocated to ensure the implementation of measures to guarantee community reintegration, arranged in the annual recurrent expenditure estimates of agencies and units according to the current state budget hierarchical system.
2. The community reintegration fund of the prison is established according to the provisions of Article 34 of the Law on Execution of Criminal Judgments 2019 to support inmates upon completing their imprisonment to reintegrate into the community. The state encourages agencies and organizations to establish funds according to legal provisions to support community reintegration activities and help those who have completed their prison sentences to obtain loans for vocational training, job creation, and life stabilization.
3. Agencies, organizations, and individuals directly implementing measures to ensure community reintegration may receive money, foreign currency, tangible assets, valuable papers, and other property rights from voluntary contributions from domestic and foreign agencies, organizations, and individuals to be used for community reintegration activities in compliance with the provisions of the law:
- For contributions in cash: agencies and organizations receiving the money must open accounting books to separately track the contribution amount; in cases of contributions in foreign currency, diamonds, gemstones, precious metals, or other valuable items, they must arrange for sale to commercial banks or organize auctions and deposit the proceeds into the account of the receiving agency or organization;- For contributions in kind: agencies and organizations receiving the contributions shall carry out the procedures for receiving and handing over, preparing safe storage facilities to ensure proper usage;- For non-material contributions: agencies and organizations receiving, managing, and using them must comply with the legal regulations on intellectual property and current laws;- The use of voluntary contributions and other legal revenues (if any) for community reintegration activities must be planned, clearly defining the purpose, beneficiaries, methods of implementation, progress, and expected quality of activities with detailed cost estimates in line with current financial regulations.
According to this Decree, inmates before completing their prison sentences, being pardoned, or conditionally released before the end of their sentence at detention facilities (collectively referred to as inmates); those who have been pardoned, conditionally released before the end of their sentence, or have completed their prison sentences and returned to the community (collectively referred to as those who have completed their prison sentences) including Vietnamese nationals, foreigners, and stateless persons residing in Vietnam, are ensured for community reintegration.
