The Ministry of Health issued Circular 28/2017/TT-BYT on June 28, 2017, listing specific funding sources for the payment of HIV antibiotics in provinces that establish an HIV-infected persons support fund.
Accordingly, Circular 28 stipulates the policies, funding sources, and methods of supporting the co-payment costs for HIV antiretroviral drugs for people living with HIV who have health insurance cards in provinces that have established the Fund for Medical Examination and Treatment for the Poor or the Fund to Support People Living with HIV (hereinafter referred to as the Fund), to be implemented as follows:
- Medical facilities prepare budget estimates for the co-payment costs of HIV antiretroviral drugs for patients receiving treatment with health insurance cards at the same time as the budget estimates of the unit according to the regulations of the Law on State Budget and submit to the Department of Health for preparation and allocation of the annual budget estimates for the Fund.- According to the local budget allocation: Quarterly, based on the co-payment costs for HIV antiretroviral drugs of insured patients verified and notified by the Social Insurance agency, medical facilities summarize the co-payment costs for HIV antiretroviral drugs and send them to the Fund in the locality and the provincial/central city Social Insurance within 10 working days from the date of receiving the verification results from the social insurance agency.- Within 10 days from the date of receiving the medical facility's summary document, the Fund is responsible for paying the co-payment costs for HIV antiretroviral drugs directly to the provincial/central city Social Insurance agency.
