Some Services in the Field of Land Management

In practice, there are numerous activities related to the field of land performed by competent State agencies and specialized authorities. Among these, it is necessary to mention several land services carried out by Land Registration Offices and land fund development organizations.

Decree 43/2014/ND-CP stipulates: Land Registration Office is a public service provider directly under the Provincial Department of Natural Resources and Environment, established or reorganized by the Provincial People's Committee based on the merger of the Land Use Rights Registration Offices under the Provincial Department of Natural Resources and Environment and the existing Land Use Rights Registration Offices under the District Department of Natural Resources and Environment in the locality; it has legal entity status, its own headquarters and seal, and is allowed to open accounts to operate in accordance with the law.

The Land Registration Office performs the following functions:

- Registration of land and other assets attached to the land;- Building, managing, updating, and uniformly correcting cadastral records and the land database;- Land statistics and inventory;- Providing land information as required to organizations and individuals in need.

According to Decree 43, Land Development Organization is understood as a public service provider established in accordance with the law on the establishment, reorganization, and dissolution of public service providers; it has legal entity status, its own headquarters and seal, and is allowed to open accounts to operate in accordance with the law; and it has branches in districts, district-level towns, and cities under the province. For localities that already have a provincial and district-level Land Development Organization, the Land Development Organization is reorganized based on the merger of the existing provincial and district-level Land Development Organizations.

The Land Development Organization carries out the following activities: (1) Creating, developing, managing, and exploiting the land fund; (2) Organizing the implementation of compensation, support, and resettlement; (3) Receiving land use rights transfer from organizations, households, and individuals; (4) Organizing the auction of land use rights; and (5) Providing other services.

Additionally, Decree 43 stipulates a number of service activities in the field of land such as:

- Investigating and evaluating land; land improvement;- Planning and land use planning;- Measuring, mapping cadastral maps, cadastral records, building the land database, making dossiers for granting Land Use Rights certificates, housing ownership, and other assets attached to the land;- Advising on land valuation;- Auctioning land use rights;- Compensation, support, and resettlement.
