On October 12, 2018, the Ministry of National Defense issued Circular 151/2018/TT-BQP specifying detailed requirements for the organization of emulation movements in the Vietnam People's Army.
According to Circular 151, the organization of emulation movements within the People's Army of Vietnam must meet the following requirements:
- The contents, targets, and emulation measures must be practical and suitable to the characteristics and tasks of the agency or unit, and must aim at effectively performing political tasks; the set targets must be higher than the usual level to encourage each collective and individual to strive and actively complete them.- Conduct good propaganda, education, encouragement, motivation work, and promote the responsibility spirit, and the self-awareness participation of cadres, soldiers, workers, officials and public employees in national defense, and workers.- For agencies or units from division level or its equivalent downwards, if higher levels have already organized an emulation launching ceremony, the lower-level agencies or units shall only grasp, concretize, register for emulation, and deploy the organization of implementation.- Regularly supervise, guide, summarize, draw experiences; build and expand advanced examples, innovative, effective models and methods.- Diversify forms of organizing emulation movements; combat all forms of formality and wastefulness in organizing emulation movements.
