Recently, the Ministry of Labor, War Invalids and Social Affairs has unanimously issued Circular 13/2019/TT-BLDTBXH on the National Technical Regulation for Protective Clothing Against Heat and Flames.
Circular 13/2019/TT-BLDTBXH stipulates that organizations and individuals involved in the production, import, supply, and use of heat and flame protective clothing, state management agencies, and other concerned entities must comply with the management regulations for imported heat and flame protective clothing as follows:

- Imported heat and flame protective clothing must be certified for conformity and registered for state quality inspection of imported goods according to legal regulations.- Conformity certification is carried out by conformity assessment organizations designated by the Ministry of Labor, War Invalids and Social Affairs or recognized foreign organizations and individuals.- Conformity certification is performed through testing and evaluation of product batches (Method 7 in the regulation on standard conformity announcement, conformity certification, and conformity assessment methods issued with Circular 28/2012/TT-BKHCN).- Quality inspection of imported heat and flame protective clothing is exempted in cases of bilateral or multilateral agreements between competent authorities of the Socialist Republic of Vietnam and exporting countries that stipulate no quality inspection upon import.- Specifically, sample products used for exhibition and promotional purposes, not directly used by workers, are exempted from import quality inspection, with a maximum quantity of 5 sets.
