Some New Points on Means and Personnel for Standing-by Against Drifting

The Ministry of Transport issued Circular 30/2017/TT-BGTVT on September 1, 2017, stipulating some new points regarding the means and personnel on duty against drifting.

To be specific:

- Each permanent station is to be equipped with a minimum of one vessel with a horsepower ranging from 150 HP to 250 HP and at least one high-speed boat (high-speed canoe) with a horsepower ranging from 25 HP to 40 HP. For areas such as river mouths leading to the sea, channels connecting the mainland to islands, channels connecting islands, and channels prescribed with special technical levels, larger-capacity means of transport may be allocated, but must be approved by the competent authority according to the classification;- The crew on the means of transport is to be arranged according to the regulations of the Minister of Transport. Permanent personnel for anti-drift, support, and rescue operations must be trained personnel, with at least the following staffing: permanent anti-drift commander (level 5 to level 6 staff): 01 person/shift; permanent anti-drift staff (level 3 to level 4 staff): 05 persons/shift;- The minimum equipment and tools for 01 station include: 01 permanent station signboard; 01 loudspeaker set/means of transport; 01 signal flag/means of transport; 01 lifesaving medicine cabinet; 01 walkie-talkie (telephone)/means of transport; 02 flashlights; 01 binoculars and lifesaving equipment as prescribed;
