Content mentioned in Notice 311/TB-VPCP in 2023 on the conclusions of Prime Minister Pham Minh Chinh - Head of Steering Committee at the 6th Session of the State Steering Committee, for important national and key projects and projects in the transport sector issued by the Government Office of Vietnam.

Some key tasks for implementing key transport sector projects in Vietnam are as follows:

1. For the project group that is preparing for investment in Vietnam

- Projects Dong Dang - Tra Linh, Huu Nghi - Chi Lang, Hoa Binh - Moc Chau - Son La, Gia Nghia - Chon Thanh, Ninh Binh - Nam Dinh - Thai Binh - Hai Phong: localities (Cao Bang, Lang Son, Hoa Binh, Son La, Thai Binh, Nam Dinh, Hai Phong, Ninh Binh, Binh Phuoc) shall proactively, together with the Ministry of Transport, the Ministry of Planning and Investment, expeditiously complete procedures for investment preparation in assigned projects.

- The Ministry of Planning and Investment and the Ministry of Transport continue to closely coordinate, guide, and support localities and speed up the appraisal of projects, which includes public-private partnership (PPP) investment projects.

- Component projects under Belt 4 of the Hanoi Capital Region through Hung Yen and Bac Ninh provinces:
Currently, the project implementation progress is very slow; the People's Committees of Hung Yen and Bac Ninh need to make more efforts; expeditiously draw up construction drawings, proactively and closely coordinate with the Ministry of Construction in appraising dossiers; organize the selection of contractors to start construction of component projects in the provinces in September 2023.

- Assigning Deputy Prime Minister Le Minh Khai to chair and coordinate with Deputy Prime Minister Tran Hong Ha to direct the Ministry of Planning and Investment and the Ministry of Finance to expeditiously settle the procedures for allocating capital for projects under the direction of the Prime Minister and legal regulations.

2. For the project group that is making an investment in Vietnam

- Projects completed and put into operation in 2023 (03 North-South expressway projects in the East period 2017–2020: National Highway 45 - Nghi Son, Nghi Son - Dien Chau, My Thuan 2 bridge, and My Thuan - Can Tho project): The Ministry of Transport directs contractors to concentrate all resources, take advantage of favorable weather conditions, organize the construction of "3 shifts 4 crews" to promptly put them into operation, and use them on schedule; determined not to delay progress.

- East North-South Expressway Project in the period of 2021–2025:

+ About the site clearance: Currently, the progress of site clearance has been slower than required; localities should urgently complete the conversion of forest use purposes, speed up the relocation of technical infrastructure works, especially high-voltage power lines; and build and complete the resettlement sites in September 2023 as the basis for completing the entire site clearance work in 2023.

+ Regarding the grant of construction material mines:

++ Requesting the People's Committees of the provinces to direct the Department of Natural Resources and Environment to implement the steps, orders, and procedures for exploiting construction materials to ensure compliance with the guidance of the Ministry of Natural Resources and Environment.
(including land procedures), avoid arising administrative procedures.

++ Establishing a working group including local authorities, investors, and contractors to organize agreements with owners on land transfer and lease prices, ensuring compliance with the compensation price level prescribed by the State, preventing speculation, price raising, or price pressure; there are sanctions to handle cases of deliberately raising prices, "pressing prices," or speculating on land in the mine area.

++ Directing provincial authorities to carry out the procedures in parallel and, at the same time, proactively guide contractors, complete land procedures to ensure that they are eligible for exploitation in July 2023.

- Projects Chau Doc - Can Tho - Soc Trang, Bien Hoa - Vung Tau, Khanh Hoa - Buon Ma Thuot, Ring Road 3 Ho Chi Minh City, Ring Road 4 Hanoi Capital Region: Requesting localities to continue to carry out compensation, support, and resettlement work according to the schedule assigned by the Government (basically completing the handover of the entire site before December 31, 2023); direct contractors to immediately implement procedures related to mining of construction material mines; organize work with localities having construction material mines to unify locations, reserves, and implement procedures for granting mines to construction contractors.

- Long Thanh International Airport Project: requires Ministries, the Committee for Management of State Capital at Enterprises, ACV, and other agencies to strictly follow the direction of Deputy Prime Minister Tran Hong Ha, in which, the contractor selection for the passenger terminal package must be completed to begin construction in August 2023.

- Urban railway project in Hanoi and Ho Chi Minh City: Requesting the Chairman of the People's Committees of Hanoi and Ho Chi Minh City to direct and completely solve the problems, make efforts to complete and put the Nhon - Hanoi railway station into operation by the end of 2023 and the Ben Thanh - Suoi Tien route into operation in early 2024; mobilize all resources, and urgently deploy investment in the construction of the remaining railway lines according to the planning to meet the socio-economic development needs of the two cities.
