On November 9, 2018, the Government of Vietnam issued Resolution 140/NQ-CP detailing certain focal points to complete the socio-economic development plan for the year 2018.
Resolution 140 stipulates to complete the socio-economic development plan for 2018 with the highest results and prepare to implement the socio-economic development plan for 2019. The Government of Vietnam requires ministers, heads of agencies, agencies under the Government of Vietnam, chairmen of the People's Committees of provinces, and centrally-run cities to uphold their responsibility to the people, the responsibility of the leaders, continue to promote the achievements attained, focus on overcoming existing limitations, promptly solve issues that the National Assembly, compatriots, and voters nationwide are concerned about related to the sector they are in charge of; regularly urge and inspect the performance of public duties of officials and public employees of their ministries, agencies, and units, creating a positive shift in the entire system; at the same time be innovative in administration, determined to fulfill the tasks set out in the remaining 02 months of 2018, focusing on implementing the following key contents:
- Assign Deputy Prime Minister Vuong Dinh Hue to direct the Ministry of Planning and Investment, Ministry of Finance, Office of the Government of Vietnam, and related ministries and agencies to finalize the Government's documents commenting on the drafts of the Resolutions of the XIV National Assembly, 6th session on: Socio-economic development plan for 2019; state budget estimate for 2019; central budget allocation for 2019; adjustment of the medium-term public investment plan for the period 2016 - 2020 and on behalf of the Government sign the document to send to the Standing Committee of the National Assembly; closely cooperate with the Committees of the National Assembly in the process of absorbing and finalizing the above-mentioned draft Resolutions to submit to the National Assembly for approval, creating a basis for the Government to manage.
- Assign Deputy Prime Minister Vu Duc Dam to direct the Ministry of Planning and Investment to take the lead and cooperate with relevant ministries and agencies to summarize and evaluate 5 years of implementation of Resolution No. 19, develop, and submit to the Government to issue a draft Resolution on tasks and solutions to improve the business environment and enhance national competitiveness in 2019 for immediate implementation from the beginning of the year; in which, clearly identify solutions and specific roadmaps to improve rankings of business environment and competitiveness indices, especially for the criteria currently ranked low.
- The State Bank of Vietnam, Ministry of Finance, Ministry of Industry and Trade, Ministry of Planning and Investment, and other ministries, central authorities, and local authorities closely monitor the developments of the monetary, financial, and commodity markets in the world and domestically, closely coordinate in the management of monetary, credit, fiscal, trade, and investment policies, ensuring to maintain macroeconomic stability and control inflation according to the set targets.
- The State Bank of Vietnam continues to flexibly and cautiously manage monetary policy, maintain liquidity at a reasonable level, strictly control credit into real estate and securities sectors; proactively manage liquidity, interest rates, and exchange rates in accordance with macroeconomic developments and market conditions domestically and internationally, promptly responding to the adverse impacts of the global financial markets and the US-China trade war.
- The Ministry of Planning and Investment takes the lead and cooperates with relevant ministries and agencies to promptly draft the Resolution on the key tasks and solutions for directing and managing socio-economic development and state budget estimates for 2019, and present it to the Government at the regular Government meeting in November 2018. Research, analyze, and forecast the global and domestic situations, develop an economic growth scenario for 2019, and propose appropriate solutions and responses from the beginning of the year. Summarize and evaluate the results of the overall Strategy for the development of Vietnam's service sector by 2020; develop the overall Strategy for the development of Vietnam's service sector for the period 2021-2030, with a vision to 2050, ensuring consistency and alignment with the structural reform plan of the service sectors according to the Resolutions of the Central Committee and the National Assembly on continuing to innovate growth models and restructuring the economy; simultaneously research and propose to amend and supplement relevant mechanisms and policies to remove barriers and promote the development of the service sectors.
- Ministries, agencies, and localities must consider addressing institutional shortcomings, improving the investment and business environment, facilitating production and business activities as core and continuous tasks and make more efforts and be more creative in implementation. Focus on accelerating the implementation and disbursement of public investment capital; complete and put into operation soon, especially key projects, important projects, and projects under the national target program. The Ministry of Planning and Investment, Ministry of Finance, review and cooperate with ministries, central authorities, and local authorities to strengthen inspection of projects with slow disbursement, strictly review the responsibilities of organizations and individuals related to delays in implementing public investment plans, and report to the Prime Minister of the Government of Vietnam.

- Require the heads of ministries, central authorities, and local authorities to strictly implement Regulation No. 08-QD/TW of the Central Committee on the responsibility to set an example for leaders of all levels, sectors, offices, and units, maintaining administrative discipline and order. Members of the Government of Vietnam must strictly implement the answering of questions raised by National Assembly deputies, promptly develop plans to implement commitments made before the National Assembly and voters nationwide at the 6th session of the XIV National Assembly
