The Ministry of Transport issued Circular 09/2018/TT-BGTVT on March 02, 2018, detailing regulations on passenger tickets when using the national railway.
To be specific: Circular 09 stipulates that passenger tickets are issued in the form of hard tickets and electronic tickets.
Passenger tickets are valid when issued if the following conditions are met:
- Issued by passenger transport businesses and luggage on railways (hereinafter referred to as the “business”);- For hard tickets: Must not be tampered with, erased, or altered, must retain all information, and must be used on the correct train and time as stated on the ticket;- For electronic tickets: Must have a printout, a photograph of the boarding pass as per the business's regulations, or have proof stored in the business’s database system, with full personal information matching one of the stipulated identification documents.
Notably, when issuing hard tickets and electronic tickets, businesses must publicly announce and provide instructions on the regulations to passengers on how to use the tickets to ensure passengers' rights and obligations.
Businesses must organize ticket sales at multiple locations, on multiple days before the train's departure, and through various sales methods to facilitate convenience for ticket purchasers.
In necessary cases, businesses may require ticket purchasers to provide identification documents or other documents with complete personal information as recognized by law. For tickets purchased online via electronic information networks, ticket purchasers must provide all required information as per the business's regulations.
Businesses specifically regulate the recording of the name, document number, or boarding pass number on the ticket depending on the specific timing, seat type, and train type.
