Recently, the Ministry of Transport of Vietnam issued Circular 64/2011/TT-BGTVT stipulating measures for the economical and efficient use of energy in transport activities.

According to Article 3 of Circular 64/2011/TT-BGTVT, measures for the efficient and economical use of energy in the planning, construction, and renovation of transport works in Vietnam are stipulated as follows:
1. Planning Work
Organizations and individuals, when developing strategies and planning the development of transport systems, must include the use of energy-efficient and economical criteria as a standard for selecting options; prioritize the development of public transport, and the development of large-volume, high-energy-efficiency transport means (railways, waterways, other transport means); and focus on the potential for the interconnection of transport modes to save fuel.
2. Investment in the construction and renovation of transport works in Vietnam
- Encourage organizations and individuals participating in the design and investment projects of transport system development to choose routes with short distances, utilize flow, limit slopes; select technologies and construction solutions that save energy; optimize the supply of raw materials to reduce transport volumes, improve energy efficiency, and minimize environmental pollution.
- The construction organization unit is responsible for: applying energy-efficient and economical measures stated in the approved project; rationally using construction machinery and equipment; developing and following fuel standards, machinery shift standards, maintenance quotas to improve the fuel efficiency of construction machinery and equipment.
- The unit receiving, operating, and using the transport works is responsible for maintenance as regulated, maintaining the technical status of the works to reduce fuel consumption in transport exploitation.
More details can be found in Circular 64/2011/TT-BGTVT, which comes into force in Vietnam from February 9, 2012.
