Software Requirements for Controlling Equipment of the Motor Vehicle Registration Unit

This is a noteworthy content mentioned in Circular 30/2019/TT-BGTVT promulgating the National Technical Regulation on Motor Vehicle Inspection Units.

The software controlling the inspection devices in the inspection line and the connectivity of the motor vehicle registration unit must meet the requirements stipulated in the National Technical Regulation on motor vehicle registration units (registration code: QCVN 103:2019/BGTVT) issued together with Circular 30/2019/TT-BGTVT.

In which, the inspection devices arranged in the inspection line must have a centralized and unified control software, ensuring synchronous connection of the inspection devices (except for the devices specified in points g and h of section 2.1.7. of the QCVN 103:2019/BGTVT).

Moreover, the software controlling the inspection devices must ensure the following features:

- It must have the function of controlling the operation process of the devices according to the appropriate inspection process, accurately reading the measurement results of the devices and setting threshold values to evaluate the measurements. The software must allow setting the inspection sequence of the devices depending on the arrangement of the devices in the inspection line;- The software program must have a reliable information exchange method with the vehicle inspection management software to accept vehicles into the inspection queue and return the measurement data by the devices for inspected vehicles. This information exchange can be performed via a text file with a checksum to prevent data modification or through intermediated databases that are encrypted or have a checksum. The intermediate database file must show the device measurement data as required in item 2.4.2 and in common formats (such as Text, Microsoft Access, Microsoft SQL Server, etc.); encoding/decoding libraries or checksum creation/verification must be provided to the Vietnam Register;- The database of the device control software program must be stored on the unit's server and must be secure against access and data modification. The data of the inspection management software is stored on the registration unit's server and synchronized with the centralized inspection database on the Vietnam Register’s server through a Virtual Private Network (VPN);- The private network connecting the registration unit’s computer system with the Vietnam Register’s server system must be established through an internet connection channel with a static IP address using appropriate network devices.
