On October 1, 2024, the Ministry of Education and Training issued Decision 2699/QD-BGDDT regulating the printing, management, issuance, and cancellation of blank degrees and certificates at the competent authorities of the Ministry of Education and Training of Vietnam.

According to Article 7 of the Regulation issued with Decision 2699/QD-BGDDT, the blank degree and certificate management software is specified as follows:

- The software is developed by the Ministry of Education and Training to manage, operate, exploit, use consistently and uniformly the information (content, data contained in documents, records, materials) for managing the issuance of blank degrees and certificates.

- Software access address: https://capphoivbcc.naric.edu.vn.

- The software is accessed via the Internet, using a computer with an internet connection, accessible through common Internet browsers, and login with a valid account for use.

- The software is installed, stored, and operated on a cloud server service rented by the Quality Management Department (the cloud server service is located in Vietnam).

Account Access for blank degree and certificate Management Software at the competent authorities of the Ministry of Education and Training of Vietnam

The access account for the software is regulated in Article 8 of the Regulation issued with Decision 2699/QD-BGDDT as follows:

- The system administrator account is managed by the Quality Management Department, ensuring the software operates continuously, smoothly, stably, safely, and securely. Each unit, individual involved is granted 01 (one) account to manage, operate, exploit, and use.

- The unit account is received, managed, and handed over to individuals assigned by the unit for management and use by the head of the unit. Individuals are responsible for changing the initial password immediately upon receiving the account; managing and securing account information to use the software for the intended purpose and correctly as guided.

- Individual accounts are granted to officials and public employees to use according to the authority and division of the Quality Management Department.

- Individuals assigned to manage, use the software when transferring work units or for other reasons do not implement the management and use of the software must hand over the software access account to new individuals assigned to manage, use the software or the head of the unit. The account recipient must immediately change the account password.

- In the case of inability to access the software or suspected account takeover, the individual managing the account must immediately report to the unit head and report to the Quality Management Department for handling.

Exploitation and Use of blank degree and certificate Management Software at the competent authorities of the Ministry of Education and Training of Vietnam

According to Article 9 of the Regulation issued with Decision 2699/QD-BGDDT, the exploitation and use of the software are as follows:

- The Quality Management Department exploits and uses the software to issue blank degrees and certificates and exploit and use information on the software to serve management work.

- Units receiving blank degrees and certificates use the software to request the issuance of blank degrees and certificates and manage the blank degrees and certificates issued.

- The exploitation and use on the software must adhere to the relevant legal provisions. Information from the software shall not be exploited for commercial purposes without written consent from the Quality Management Department.

- The Quality Management Department periodically backs up information; processes, remedies, or proactively cooperates with the software provider to troubleshoot technical issues arising; proposes solutions to ensure technical infrastructure, information safety, and security, and solutions to upgrade, expand the blank degree and certificate management software.

More details can be found in Decision 2699/QD-BGDDT which comes into force in Vietnam from October 1, 2024.
