Socio-economic development of Coastal and foreshore communes in Nghe An Province according to the master plan in Vietnam

On December 20, 2008, the People's Council of Nghe An Province issued Resolution 244/2008/NQ-HDND approving the master plan for socio-economic development of the coastal and marine areas of Nghe An Province, Vietnam until 2020.

Resolution 244/2008/NQ-HDND on the orientation for socio-economic development of coastal and sandy communes in Nghe An province according to the general planning of Nghe An province until 2020 as follows:

- Effectively implement policies to enhance accessibility and ensure the provision of essential basic social services with increasingly high quality for the poor. Ensure 100% of the poor benefit from healthcare policies, and all poor children receive educational assistance policies.

- Effectively implement social welfare policies; Care for those who have contributed to the country; Care about training, vocational education, and job creation for children of policy families;

- Implement comprehensive and effective poverty reduction programs; create opportunities for the poor to access support policies on credit, vocational training, job creation, agricultural extension, etc.; Enhance awareness, responsibility, and self-reliance of poor households.

- Develop infrastructure, focusing on the transportation network, irrigation system, provision of drinking water, environmental sanitation, and other social infrastructure. Reorganize the economic structure, diversify occupations to improve production efficiency.

- Re-plan concentrated residential points, provide support mechanisms for migration, and offer loans for housing construction in disaster-prone areas; gradually form urban residential points.

More details can be found in Resolution 244/2008/NQ-HDND which comes into effect in Vietnam from December 30, 2008.
