Skills to be Achieved after Graduation in Fire Prevention and Fighting and Rescue at the Intermediate Level

Recently, the Ministry of Labour, Invalids and Social Affairs promulgated Circular 56/2018/TT-BLDTBXH stipulating the minimum amount of knowledge and competency requirements that learners must achieve upon graduation at intermediate and college levels in the fields of transportation services, environment, and security.

Circular 56/2018/TT-BLDTBXH stipulates that students after completing the intermediate level program in Fire Prevention, Fighting, and Rescue are required to have the following skills:

- Collect, analyze, and process information during basic fire prevention investigation, create management records, monitor fire prevention activities, and inspect fire safety;

- Implement fire extinguishing and rescue plans, organize and conduct fire drill plans and rescue drill plans according to procedures;

- Evaluate characteristics related to fire extinguishing tactics and the traits of actual fires occurring in residential houses and civil structures;

- Conduct firefighting activities when a fire occurs in facilities involving natural resources, economic, cultural, social establishments, residential houses, and civil structures in reality. Assess characteristics related to firefighting tactics and the traits of fires occurring under special conditions. Select firefighting activities to be performed under special conditions within a team’s scope;

- Use firefighting vehicles and equipment, apply firefighting techniques and tactics, coordinate the activities of different teams;

- Have presentation skills on professional manners and firefighting and rescue operations before any audience; possess good communication skills, including verbal, written, email, and other media communication;

- Identify equipment and tools equipped on fire prevention, fighting, and rescue vehicles, inspect, and proficiently operate these vehicles;

- Utilize protective equipment, inspection devices proficiently;

- Implement safety measures during the preparation of vehicles;

- Handle situations and incidents occurring during the operation of fire prevention, fighting, and rescue vehicles, implement safety measures while operating the vehicles;

- Utilize basic information technology as per regulations; apply information technology in some specialized tasks of the industry;

- Use basic foreign language skills, achieve level 1/6 in the Vietnamese Foreign Language Proficiency Framework; apply foreign languages in some specialized tasks of the industry.
