Recently, the Ministry of Labor, War Invalids and Social Affairs issued Circular 56/2018/TT-BLDTBXH stipulating the minimum required knowledge volume and competency requirements that learners must achieve upon graduation at intermediate level, college level for sectors and occupations in the field of transport services, environment, and security.

To be specific, Circular 56/2018/TT-BLDTBXH stipulates the skills that college-level students in Water Resources Engineering Technology must achieve after graduation, including:
- Identifying locations, investigating, and assessing surface water and groundwater resources.- Selecting river sections to set up surface water resource monitoring stations according to standards.- Collecting and reviewing information and data before fieldwork and implementing tasks to investigate and assess surface water and groundwater resources.- Developing overall planning for basic water resource investigations.- Summarizing, editing, and processing information and data collected during field investigations and according to evaluation content.- Organizing the implementation, management, and operation of surface water and groundwater monitoring projects.- Organizing and conducting the observation of water level data, water flow, and water quality.- Analyzing and assessing the current status and developments of surface water and groundwater resources.- Properly handling the sequence of operations, managing equipment, and maintaining the components of opening and closing devices.- Independently operating and handling large and small irrigation and drainage gates.- Performing maintenance steps for opening and closing systems of sluice gates.- Reading and drawing all types of design drawings for medium and small water resource projects or specific project components.- Designing medium and small water resource exploitation projects, planning water resource exploitation system projects under the guidance of engineers.- Developing operational procedures for medium and small water resource exploitation projects (independently).- Managing and utilizing medium and small water resource exploitation systems.- Accurately measuring, inspecting, and assessing the status of project components within the water resource exploitation system.- Utilizing modern support tools such as computer software, measurement, and experimental equipment to conduct research or pursue higher educational programs.- Utilizing basic information technology as stipulated; exploiting, processing, and applying information technology in professional tasks.- Utilizing basic foreign language skills, achieving level 2/6 according to the Vietnamese language proficiency framework; applying foreign languages to professional tasks.
