Skills Requirements for the Installation of Power Lines and Transformer Stations up to 110KV at College Level

Circular 48/2018/TT-BLDTBXH issued by the Ministry of Labor, Invalids, and Social Affairs stipulating the minimum amount of knowledge and competency requirements that learners must achieve after graduating from intermediate level, college level in the fields of electrical engineering, electronics, and telecommunications will take effect from February 10, 2019.

According to the Regulations on Minimum Knowledge Volume, Competence Requirements for Learners After Graduating from Secondary and Associate Degree Levels in the field of Installation of Power Transmission Lines and Substations with a Voltage of up to 110 kV issued together with Circular 48/2018/TT-BLDTBXH, the minimum skills that learners must achieve after graduating in the field of installation of power transmission lines and substations with a voltage of up to 110 kV at the Associate Degree level are specified as follows:

- Distinguish, read, and accurately analyze various types of drawings used in construction and installation; maintenance and repair; testing and calibration of electric projects up to 110 kV;

- Prepare, deliver/receive, use, and preserve various types of equipment, tools, and materials for construction and safety properly, ensuring safety;

- Transport and arrange equipment, tools, and materials on-site safely;

- Check and organize the implementation of safety measures according to regulations to ensure 5S at the workplace; promptly provide first aid to workers injured in labor accidents;

- Distinguish and correctly select sufficient equipment, tools, and components after construction and installation; maintenance and repair; testing and calibration of electric projects up to 110 kV: various types of electrical instruments, power transformers, measuring transformers, electrical measuring instruments, lightning protection systems, accumulators, high-voltage capacitors, crossbars, insulators, busbars, electrical wires and cables, electric poles, grounding systems, electrical cabinets specific to each project;

- Accurately determine the position of the site, construction location, and the benchmarks related to the construction and installation project on the site;

- Adequately prepare the types of forms for aggregating data, checking, and evaluating the construction and installation; maintenance and repair; testing and calibration of electric projects up to 110 kV;

- Develop construction, installation, maintenance, repair, testing, and calibration plans and schedules for electric projects up to 110 kV;

- Fully compile statistical data, create reports, keep records, and maintain logs;

- Inspect and supervise assets and equipment according to regulations;

- Measure and calibrate after construction and installation; maintenance and repair; testing and calibration of electric projects up to 110 kV to ensure compliance with regulations and safety;

- Organize the implementation of commissioning, acceptance, and handover according to regulations;

- Adequately prepare documents, acceptance records, and hand over electric projects according to regulations;

- Proficiently receive and lock work tickets during the maintenance and repair of electric projects according to regulations;

- Construct electric pole foundations, grounding systems; install and erect electric poles; install line equipment; string wires/cables, pull wires/cables, tension wires/cables, achieve sagging, lock wires/cables; construct cable end boxes; test cable lines; construct cable trenches; install lightning protection systems for power transmission lines with a voltage of up to 110 kV according to technical standards and safety regulations;

- Install and erect electric poles; grounding systems; install power transformers, measuring transformers; distribution cabinets, switching cabinets; install busbar systems, connect lines to substations; install switching and protection equipment on the high-voltage side; measuring, control, and protection systems; capacitive compensation systems; DC and AC systems; supervisory control and data acquisition (SCADA) systems; self-use electrical systems in substations with a voltage of up to 110 kV according to technical standards and ensuring safety;

- Maintain and repair electric pole foundations, poles; crossbars, insulators, wires, busbars; lightning protection systems; isolating switches, fuses; grounding systems; underground cable lines; DC systems; circuit breakers; transformers to meet technical standards and ensure safety;

- Detect and handle damages, and propose maintenance and repair measures for equipment and parts of electric projects with a voltage of up to 110 kV;

- Use basic information technology applications according to regulations; exploit, process, and apply information technology in specialized work of the field;

- Use basic foreign language skills, achieving level 2/6 in the Vietnamese Foreign Language Proficiency Framework; apply foreign language skills in specialized work of the field.
