Skills Required Upon Graduation from the Intermediate-Level Midwifery Program

Circular 54/2018/TT-BLDTBXH issued by the Ministry of Labor, Invalids, and Social Affairs stipulates the minimum knowledge volume and competency requirements that learners must achieve upon graduation from intermediate and college levels in health and social service sectors, which will take effect on February 10, 2019.

According to the Regulations on Minimum Knowledge Volume and Competencies Required for Learners After Graduating Intermediate Level, College Level in Midwifery, issued together with Circular 54/2018/TT-BLDTBXH, the minimum skills learners must achieve after graduating from intermediate-level midwifery are as follows:

- Communicate and effectively collaborate with doctors, colleagues, and clients in studying and patient care. Perform effective counseling, communication, and health education about reproductive health care in the community;

- Provide high-quality care for mothers before pregnancy. Support family planning or termination of pregnancy according to the law and national guidelines on reproductive health care services;

- Provide high-quality care for mothers during pregnancy to ensure the best health condition for the mother; prevent and detect obstetric complications early for prompt handling or referral;

- Provide high-quality care for mothers during labor; ensure clean and safe deliveries; manage and provide emergency care to ensure the best health condition for the mother and newborn;

- Provide comprehensive, high-quality care for mothers after childbirth and newborns according to designated care levels;

- Examine and assess the health status of mothers, newborns, patients, and service users; identify priority care issues for each subject;

- Implement care procedures for mothers, newborns, patients, and service users;

- Provide initial obstetric first aid and neonatal resuscitation; detect complications related to obstetrics and gynecology to cooperate with doctors for resolution at the primary healthcare level or promptly and safely transfer patients to higher levels;

- Manage patient rooms, manage mothers, newborns, patients, and service users; manage medicines, equipment, consumables, and medical records;

- Use basic information technology as required; apply information technology in certain professional tasks in the field;

- Use basic foreign language skills, reaching level 1/6 in the Vietnam's Foreign Language Proficiency Framework; apply foreign language skills in certain professional tasks in the field.
