Skills in operation, management and repair of power lines and substations up to 110KV in Vietnam (College-level)

Recently, the Ministry of Labor, Invalids, and Social Affairs of Vietnam issued Circular 48/2018/TT-BLDTBXH regulating the minimum amount of knowledge and competency requirements that learners must achieve after graduating from intermediate and college levels in technical fields of electrical, electronics, and telecommunications.

Skills in operation, management and repair of power lines and substations up to 110KV in Vietnam (College-level)

According to Regulations on the minimum knowledge volume and competency requirements that learners must achieve after graduating from intermediate and college levels in the field, profession of management, operation, and repair of power lines and substations with voltage up to 110 kV issued in Circular 48/2018/TT-BLDTBXH, the minimum knowledge that learners must achieve after graduating from the management, operation, and repair of power lines and substations with voltage up to 110kV at college level is as follows:

- Implement the contents of work orders, task orders, and operation orders accurately;

- Accurately determine the tasks to be performed when receiving work orders, task orders, and operation orders; compare the conformity between the contents, sequence of tasks in the work orders, task orders, operation orders with reality and current regulations; analyze, compare, and evaluate the conformity of design with current technical standards;

- Check, compare, observe, and detect abnormalities, equipment defects, power grid risks leading to abnormal conditions, incidents, and anticipate the incident progress scenarios of equipment, power grid;

- Proficiently use measuring devices for electrical parameters, thermal measurements, force measurements, and distance measurements;

- Accurately determine the positions and installation specifications of components in the electrical system;

- Proficiently operate primary devices, secondary devices, measurement and control devices, relay protection systems, SCADA systems, fire prevention systems;

- Inspect the entire equipment and items of the power grid project according to the procedure;

- Compare inspection results with technical parameters provided by the manufacturer; assess the level of damage and suggest appropriate handling measures;

- Proficiently maintain and repair electrical poles, supports, insulators, devices, and accessories of power lines with voltage up to 110 kV;

- Proficiently maintain and repair electrical devices and accessories in distribution substations, medium voltage cabinets; maintain, repair, and replace underground cables up to 35 kV;

- Maintain and repair primary devices, secondary devices, measurement and control devices, relay protection systems, lightning protection systems, SCADA systems, fire prevention systems in 110 kV substations;

- Manage and proficiently use safety equipment, construction tools; accurately list materials, equipment, and construction tools;

- Develop organizational measures, construction safety measures for power grid project items;

- Compile the entire volume of raw materials, materials, equipment, and accessories for the project as per the design;

- Implement inspection, trial operation, and handover of power grid project items;

- Calculate power losses on the computer using specialized support software;

- Update actual data on power losses in the specific power system; calculate voltage parameters, power balance; analyze and select appropriate network diagrams;

- Flexibly respond in situations of load shedding due to power shortages, overload, or low voltage, load shedding according to low frequency;

- Sequentially disconnect devices and power lines from operation;

- Return devices and power lines to operation following the correct sequence; determine the capacity response limits of the managed power grid;

- Determine the order of priority for loads; develop a plan for restoring the power grid in the correct sequence and procedures; develop plans for resource mobilization, inspection plans, testing, equipment trials for the power grid;

- Proficiently handle electrical system incidents following procedures;

- Proficiently regulate the electrical system following procedures;

- Properly handle waste following procedures;

- Organize and perform assigned tasks and jobs ensuring safety for people and equipment;

- Use basic information technology as required; exploit, handle, and apply information technology in professional tasks of the field, profession;

- Use basic foreign language skills, English level 2/6 according to Vietnam’s foreign language competency framework; apply foreign language skills in professional tasks of the field, profession.
