On December 28, 2018, Circular 54/2018/TT-BLDTBXH stipulates the minimum volume of knowledge, competency requirements to be achieved by learners after graduation at the intermediate and college levels in health and social service fields, issued by the Ministry of Labor, Invalids, and Social Affairs.

According to the Regulation on the minimum amount of knowledge and competency requirements that learners must achieve after graduation at the intermediate and college levels in the field of physical therapy and rehabilitation, issued together with Circular 54/2018/TT-BLDTBXH, the minimum skills that learners acquire upon graduating at the intermediate technical level in physical therapy and rehabilitation are specifically stipulated as follows:
- Communicate effectively with patients, patients' families, and colleagues;
- Perform initial first aid steps;
- Use functional evaluation techniques;
- Apply treatment goals and plans using physical therapy methods for specific cases;
- Proficiently apply conventional physical therapy techniques;
- Perform acupuncture and no-drug treatment methods (traditional medicine) to rehabilitate patients;
- Proficiently use rehabilitation equipment and correctly maintain such equipment;
- Work in a team and cooperate with team members to implement patient care plans;
- Use basic information technology according to the regulations; apply information technology in some professional tasks of the field;
- Use basic foreign language skills, achieving level 1/6 in the Vietnamese language proficiency framework; apply foreign language to some professional tasks of the field.
