On September 11, 2024, the Ministry of Labor - Invalids and Social Affairs issued Announcement 4223/TB-BLDTBXH regarding the situation of occupational accidents in the first 6 months of 2024.

Situation of occupational accidents in the area with labor relations in the first 6 months of 2024 in Vietnam

The situation of occupational accidents in the first 6 months of 2024 in areas with labor relations and areas where workers work without labor contracts decreased compared to the first 6 months of 2023 in terms of both the number of deaths and the number of fatal occupational accidents.

According to reports from 61/63 provinces and centrally affiliated cities in Vietnam, in the first 6 months of 2024 nationwide, there were 2,755 occupational accidents causing 2,834 casualties, including:

- Number of fatal occupational accidents: 245 cases;

- Number of deaths: 268 people;

- Number of serious injuries: 710 people;

Localities with many deaths due to occupational accidents in the area with labor relations include: Ho Chi Minh City, Hanoi, Dong Nai, Hai Phong, Quang Ninh.

Among these, some serious occupational accidents occurred in the first 6 months of 2024, and responsibilities were handled accordingly:

- Typical serious occupational accidents (causing death and many injuries) in localities such as: Hanoi, Ho Chi Minh City, Yen Bai, Dong Nai, Binh Duong, Bac Giang, Lao Cai, Quang Ninh occurred in sectors like construction, cement, mineral exploitation, etc.;

- Besides some serious occupational accidents that are still under investigation, in the first 6 months of 2024, localities reported 14 cases of occupational accidents proposed for prosecution, 17 cases already decided for prosecution by the investigative police agency.

Regarding the situation of occupational accidents in special fields:

- According to the Ministry of Defense of Vietnam's report for the first 6 months of 2024, there were 11 occupational accidents (04 cases causing death) causing 12 casualties (04 deaths, 08 injuries);

- According to the Ministry of Public Security of Vietnam's report for the first 6 months of 2024, there were 43 occupational accidents (03 cases causing death, 04 cases with 02 or more casualties) causing 46 casualties (03 deaths, 13 serious injuries);

- According to the Ministry of Transport of Vietnam's report for the first 6 months of 2024, there were 15 occupational accidents (04 cases causing death) causing 16 casualties (05 deaths);

- The Ministries: Ministry of Industry and Trade, Science and Technology, Health have not yet reported occupational accidents in special fields.

In addition, the analysis from received fatal occupational accident investigation records by the Ministry of Labor - Invalids and Social Affairs identified the main causes of fatal occupational accidents as follows:

* Causes due to employers account for 31.12% of the total cases and 30.82% of the total deaths, specifically:

- Due to labor organization and working conditions accounting for 14.55% of total cases and 15.84% of total deaths;

- Unsafe labor equipment accounting for 10.07% of total cases and 9.48% of total deaths;

- Employers not establishing safe working procedures and measures accounting for 6.5% of total cases and 5.5% of total deaths.

* Causes due to employees account for 19.25% of the total cases and 21.26% of the total deaths, specifically:

- Employees violating labor safety regulations and standards accounting for 10.15% of total cases and 11.7% of total deaths;

- Employees not using personal protective equipment and safety devices provided accounting for 9.10% of total cases and 9.56% of total deaths.

* The remaining 49.63% of total occupational accident cases with 47.92% of total deaths occurred due to other causes such as: traffic accidents, occupational accidents caused by others, and unavoidable objective reasons.
