On October 17, 2024, the Prime Minister of the Government of Vietnam issued Decision 1206/QD-TTg approving the plan to simplify internal administrative procedures within the state administrative system under the management of the Ministry of Culture, Sports and Tourism of Vietnam.
Specifically, Decision 1206/QD-TTg outlines the simplification of 14 internal administrative procedures under the Ministry of Culture, Sports and Tourism of Vietnam, including:
- In the field of cultural heritage: (4 administrative procedures)
+ Procedure for sending national treasures abroad for state-level foreign affairs activities
+ Procedure for sending national treasures from specialized museums abroad under international cooperation programs to introduce and promote the history, culture, country, and people of Vietnam
+ Procedure for sending national treasures being protected and promoted at relics managed by ministries and central authorities, political organizations, and socio-political organizations at the central level abroad under international cooperation plans related to research or preservation
+ Procedure for collecting opinions on the proposed naming or renaming of major public works, streets, and boulevards
- In the field of tourism: (1 administrative procedure) Procedure for recognizing national tourist areas
- In the field of grassroots culture: (6 administrative procedures)
+ Procedure for awarding Gold Medals, Silver Medals, and Certificates of Commendation to national and regional grassroots cultural competitions and festivals
+ Procedure for appraising dossiers proposing recognition of traditional days
+ Procedure for reviewing and recognizing district-level towns and provincial cities as meeting civilized urban standards
+ Procedure for re-evaluating and recognizing district-level towns and provincial cities as meeting civilized urban standards
+ Procedure for reviewing and recognizing commune-level towns as meeting civilized urban standards

- In the field of fine arts, photography, and exhibitions: (3 administrative procedures)

An example of the simplified content for the "Procedure for sending national treasures abroad for state-level foreign affairs activities":
- Adding methods, regulations on administrative procedure implementation: Submission of dossiers directly, via postal services, or electronically.
Reason: Simplifying administrative procedures offers multiple submission methods, facilitating the process for agencies, ensuring transparency, and promptness.
- Reducing the administrative processing time within the responsibilities of the Ministry of Culture, Sports and Tourism of Vietnam to 25 working days, shortening the period by 20 days compared to the current process.
Reason: Accelerating the appraisal and completion of dossiers before submission to the Prime Minister for sending national treasures abroad for state-level foreign affairs activities. The reduction of 20 days in the administrative procedure execution compared to the current timeline reduces compliance costs for administrative agencies and facilitates their participation, ensuring urgency and promptness.
- Adding specific regulations on the time frame for relevant ministries and central authorities to provide feedback from the date of receiving the Ministry of Culture, Sports and Tourism's request for participation in commenting on the dossier for sending national treasures abroad.
Reason: Currently, there are no time regulations for relevant ministries and central authorities to provide feedback, which extends the appraisal time. Therefore, specifying the time for related ministries to send their feedback ensures transparency and consistency in administrative procedures, as well as the accountability of the coordinating agencies and the decision-makers.
- Developing additional templates for the dossier components as prescribed in Article 5 of Decision 23/2016/QD-TTg:
+ Detailed description of exhibition content for national treasures being sent abroad for display or exhibition.
+ Agreement documents between non-public museums or individuals owning national treasures and public museums representing them in cooperation with foreign partners regarding national treasures from non-public museums or private ownership.
Reason: During the execution of administrative procedures, the lack of standardized templates for documents such as the Detailed Description and Agreement Document leads to inconsistencies and incompleteness in information provision to the administrative procedure agency, compromising the dossier's coherence.
Specifying the details of templates' content will facilitate the administrative process for the agencies, reducing preparation and completion time for dossiers.
