Shall educational institutions in Vietnam conduct the procedures for registering temporary residence for students boarding with the commune police?

This is the main content specified in Circular 27/2011/TT-BGDDT regarding the Regulation on the work of on-campus students in educational institutions within the national education system, issued on June 27, 2011.

Shall educational institutions in Vietnam conduct the procedures for registering temporary residence for students boarding with the commune police? (Illustration)

According to Article 9 of Circular 27/2011/TT-BGDDT on managing boarding students as follows:

- Disseminate the regulations of the Ministry of Education and Training and the school's internal policies regarding boarding students.

- Complete procedures for registering temporary residence for boarding students with the commune (ward, town) police or guide students to complete temporary residence registration procedures according to current legal regulations.

- Create room charts and keep a record of boarding students following the prescribed form (as stated in Appendix II of this Regulation), promptly and fully update any changes in the residency of boarding students.

- Assign staff to be on duty in the boarding area 24 hours a day to promptly address incidents. Regularly check compliance with the boarding students' internal policies in the boarding area and handle violations.

- Organize self-management activities among students to promote their proactive role, responsibility for themselves, and respect for the boarding community.

- Quarterly organize dialogues between the school's Board of Management or the Management Board of the boarding area with representatives of boarding students to promptly address legitimate aspirations of the boarding students.

- Develop competitive criteria between the houses and rooms within the boarding area to ensure security, order, environmental hygiene, and aesthetic appearance in the boarding rooms.

Additionally, educational institutions must ensure security, order, safety, disease prevention, and mitigate social evils within the boarding area according to regulations:

- Have a periodic plan to inspect, promptly upgrade, repair, and refurbish infrastructure, living facilities, and other equipment in the boarding area.

- Assign specific tasks to management staff and the self-management team in ensuring security, order, crime prevention, and social evils prevention within the boarding area.

- Enhance the effectiveness of the school's organizational bodies and students' self-management activities in ensuring security and order within the boarding area.

- Organize awareness campaigns, education, and guidance for students to ensure security, order, drug prevention, HIV/AIDS prevention, and other social evils.

- Periodically conduct disease prevention spraying in the boarding area. Immediately report to local health authorities upon detecting signs of disease for prompt intervention.

- Have standby medical staff for promptly providing first aid to boarding students.
