Statistical indicators on road traffic accidents in Vietnam are regulated in Circular 26/2024/TT-BCA.

According to Article 14 of Circular 26/2024/TT-BCA stipulating the types of road traffic accidents as follows:
- Vehicle colliding with vehicle: same direction, opposite direction, side impact on the right, side impact on the left, multi-vehicle collision.
- Vehicle colliding with a person.
- Vehicle colliding with other obstacles.
- Self-caused accident.
According to Article 15 of Circular 26/2024/TT-BCA stipulating the development and cause and condition of a road traffic accident as follows:
(1) Development of the road traffic accident.
(2) Cause and condition of the road traffic accident
- Due to human factors: pedestrian; driver of the road vehicle violating the regulations on road traffic rules or on the conditions for drivers participating in traffic; traffic controller; person managing or using road vehicles; person violating regulations on ensuring road traffic safety corridors;
- Due to road vehicles not ensuring technical safety or expired inspection;
- Due to damaged or substandard road infrastructure;
- Other causes and conditions (if any).
According to Article 16 of Circular 26/2024/TT-BCA stipulating the road traffic safety coefficients in Vietnam as follows:
(1) Road traffic safety coefficients per 100,000 people: number of incidents, number of deaths, number of injuries due to traffic accidents per 100,000 people
- Number of traffic accidents per 100,000 people (abbreviated as HSDSV);
- Number of deaths per 100,000 people (abbreviated as HSDSC);
- Number of injuries per 100,000 people (abbreviated as HSDSBT).
(2) Road traffic safety coefficients per 10,000 vehicles (automobiles and motorcycles): number of incidents, number of deaths, number of injuries due to traffic accidents per 10,000 vehicles
- Number of traffic accidents per 10,000 vehicles (abbreviated as HSPTV);
- Number of deaths per 10,000 vehicles (abbreviated as HSPTC);
- Number of injuries per 10,000 vehicles (abbreviated as HSPTBT).
(3) Road traffic safety coefficients per 1 km of road: number of incidents, number of deaths, number of injuries due to traffic accidents per 1 km of road
- Number of traffic accidents per 1 km of road (abbreviated as "HSĐV");
- Number of deaths per 1 km of road (abbreviated as "HSĐC");
- Number of injuries per 1 km of road (abbreviated as "HSĐBT").
(4) Road traffic safety coefficients per 1,000,000 vehicle trips within 1 km of road: number of incidents, number of deaths, number of injuries due to traffic accidents per 1,000,000 vehicle trips within 1 km of road (for sections and routes where traffic volume can be calculated)
- Number of traffic accidents per 1,000,000 vehicle trips within 1 km of road (abbreviated as HSLLV);
- Number of deaths per 1,000,000 vehicle trips within 1 km of road (abbreviated as HSLLC);
- Number of injuries per 1,000,000 vehicle trips within 1 km of road (abbreviated as HSLLBT).
The formulas for calculating the above coefficients are stipulated in the Appendix issued together with Circular 26/2024/TT-BCA.
More details can be found in Circular 26/2024/TT-BCA which comes into force in Vietnam from August 15, 2024.
