Servicemen must provide information about health insurance-covered primary care providers when settling social insurance in Vietnam

On October 29, 2020, the Ministry of National Defense issued Circular 136/2020/TT-BQP providing guidance on documents, procedures, and responsibilities for social insurance benefits in the Ministry of National Defense of Vietnam.

Servicemen must provide information about health insurance-covered primary care providers when settling social insurance in Vietnam (Internet image)

According to Article 29 of Decree 136/2020/TT-BQP, the responsibilities of Servicemen; essential personnel receiving salaries like Servicemen; defense officials, employees, and defense public employees; contracted laborers in agencies, units, and enterprises under the Ministry of Defense (hereinafter referred to as laborers) in the settlement of Social Insurance benefits are as follows:

* For employees participating in compulsory Social Insurance:

  • Submit documents according to the instructions in points b, c, d, đ, e of clause 7 and clause 8 of Article 22, or points 4, 5, 8, 9, and 10 of Article 23, or points a, b, and d of clause 2, or point b, point d of clause 3 of Article 26, or clause 1, clause 6 of Article 27, or point a of clause 1, point a of clause 2 of Article 28 of this Decree to the personnel agency at the battalion level and equivalent;
  • Provide the employers with information about the address of the pension recipient: house number, lane (alley, lane), street, hamlet (village, hamlet), commune (ward, township), district (town, city, district), province, city; health insurance-covered primary care provider (Form 04 issued with Decree 70/2016/TT-BQP); personal account information when requesting to receive the pension through the card account: account holder's name, account number, name of the bank opening the account, name of the branch; or authorization to proceed with receiving, replacing Social Insurance benefits (Form 13B-HBQP);
  • In cases where employees receive a pension due to reduced work capacity or are infected with HIV/AIDS due to occupational accidents: they shall submit the prescribed documents to the employers according to clause 3 of Article 22 of this Decree;

* For individuals who start serving imprisonment from January 1, 2016 onwards, when eligible for a pension or monthly Social Insurance benefits, the person authorized to submit the documents according to point b of clause 7 of Article 22 of this Decree to the personnel agency at the battalion level and equivalent that has the authority to manage them before being imprisoned;

* In the case of employees engaged in labor cooperation before January 1, 1995, submit documents according to the regulations in clause 3 of Article 35 of Decree 59/2015/TT-BLDTBXH;

* Individuals receiving a pension under Decree 159/2006/NĐ-CP; Decree 11/2011/ND-CP, submit documents according to the regulations in clause 1 of Section III of Joint Circular 69/2007/TTLT-BQP-BLDTBXH-BTC and clause 6 of Article 1 of Joint Circular 90/2011/TTLT-BQP-BLDTBXH-BTC;

* Individuals receiving a pension under Decree 23/2012/ND-CP submit documents according to the regulations in clause 2 of Article 5 of Joint Circular 102/2012/TTLT-BQP-BLĐTBXH-BTC.
